Roma’nın Cumhuriyet Dönemi’nde Anadolu’daki Yapı Politikası

Günümüzde olduğu üzere antik kentlerin gelişmişlik düzeylerinin ve nüfus potansiyellerininsaptanabilmesindeki en önemli etmen, yerleşimlerdeki mimari yapıların miktarı, türü ve niteliğidir.Anadolu’daki antik yerleşimlerdeki mevcut kalıntıların büyük bölümü, Anadolu’da uzun bir sürevarlığını koruyan Roma ve sonrası dönemlere aittir. Buna karşın Roma idaresi bütçesindenAnadolu’da inşa ettirilen veya inşası teşvik edilip desteklenen yapıların sayısı oldukça azdır. Romaidaresinin Anadolu’da varlığını resmileştirdiği MÖ 129 ile MÖ 31 yılları arasındaki CumhuriyetDönemi’nde ise neredeyse yok denecek gibidir. Kentlere belli durumlarda yapılan bu tür katkılarCumhuriyet Dönemi’nde antik yazarların anlatımlarından, Principatus Dönemi’nde ise çoğunluklaepigrafik belgelerden öğrenilmektedir. Bu çalışmada Augustus vasıtasıyla Principatus Dönemi’ninbaşlatılmasına kadar geçen yaklaşık yüz yıllık sürede Roma’nın kentlerde yapımına katkıdabulunduğu yapılar ve dolaylı olarak yaptığı mali yardımlar yoluyla kentlerin gelişmesine katkısağlayabilecek haklar değerlendirilmiştir. Bu bağlamda savaş sırasında imperium yetkisine sahipRomalı komutanlar, barış zamanında ise eyalet valileri tarafından Anadolu’daki yerleşimlere yapılanmali katkı örnekleri ve yapı inşasına veya onarımına yönelik eylemler doğrultusunda Roma’nınburadaki yerleşimlere olan bakış açısı ele alınmıştır.

The Building Policy of Rome in Anatolia during the Republican Period

Today the most important factor in determining the level of development and population of ancient cities is the amount, type and quality of the architectural structures of these settlements. Most of the existing remains in the ancient settlements in Anatolia date from the Roman period, and from later periods. However, the number of buildings constructed or supported in Anatolia by the budget of the Roman administration is very few. It is almost disappears in the Republican period between the years 129 when the Roman administration formalized its presence in Anatolia and 31 B.C. These types of contributions made to certain cities are known from the writings of ancient authors in the Republican Period, and mostly from epigraphic evidence from the period of the Principatus. In this study, about a hundred years passed before the beginning of the Principatus Period through Augustus, the building activities supported by Rome in the cities and the rights that could contribute to the development of cities by way of indirect financial assistance are assessed. In this context, in the light of the examples of the financial contributions made to the settlements and in the light of the building construction or restoration that was made in Anatolia by Roman commanders who had imperium authority during the war and, in time of peace by the provincial governors, the viewpoint from Rome of these Anatolian settlements is assessed.
