Ebüzziyâ Tevfîk, Tanzimat döneminin önde gelen fikir ve sanat adamlarındandır. Tanzimat dönemi, yani 19. yüzyılın ikinci yarısı, dil tartışmalarının yoğunlaştığı ve çeşitli dil meselelerinin masaya yatırılarak eleştirildiği bir dönemdir. Bu dönemde aydınlar arasında ikilem yaratan ve tartışılan temel bazı konular imlâ, alfabe, Türk dilinin sözlüğü ve Türk dilinin grameri etrafında şekillenmektedir. Ebüzziyâ Tevfîk de dönemindeki dil tartışmalarına uzak kalmayarak 1909 tarihinde Ne Edât- ı Nefyi Hakkında Tetebbuât adlı eserini yayımlamıştır. Bir risale şeklinde olan eserde Ebüzziyâ Tevfîk, ‘ne... ne...’ bağlacının Tanzimat dönemindeki ikili durumunu ortaya koymuş ve konuyu dönemine göre etraflıca bir incelemeye tabi tutmuştur. Henüz yeni yeni semerelerini vermeye başlamış olan kavait ve belâgat kitapları yanında bir gramer konusunu başlı başına ele alması, detaylıca işlemesi ve dönemin dil tartışmalarının mahiyetini yansıtması dolayısıyla eser oldukça önemlidir. Bunun yanında, ‘ne... ne...’ bağlacının kullanımına dair 15. ve 19. yüzyıllar arasından sunulan zengin örnekler vesilesiyle Türk diline ve Türk edebiyatına da kaynak niteliği taşımaktadır. Bu makalede, Ebüzziyâ Tevfîk’in ‘ne... ne...’ bağlacının olumsuz yüklem ve fiilimsilerle kullanımını mümkün gösteren Tanzimat döneminin bazı kavait ve belâgat kitaplarına ve bu kitapların yazarlarına yönelttiği eleştiriler ele alınacak ve bunlar hakkındaki düşünce ve tutumları açıklanmaya çalışılacaktır. Yeri geldikçe Ebüzziyâ Tevfîk’in eleştirilerinin haklı olup olmadığı irdelenecek, ele aldığı konuları kendi doğrularına göre değerlendirdiği ve dolayısıyla subjektif bir şekilde hareket ettiği gösterilmeye çalışılacaktır. Bunlar yapılırken iddialarındaki kati ve net tavrı, dil mantığı ve eleştiri dehası ortaya konacaktır. Bu arada Ne Edât-ı Nefyi Hakkında Tetebbuât’ın araştırıcılar tarafından neden dikkatli kullanılması gerektiği üzerinde durulacaktır. Son olarak ‘ne... ne...’ bağlacı hakkındaki açıklamalarından dil, dil öğretimi ve atasözleri üzerine yorum ve görüşleri de değerlendirilecektir.

Ebuzziyâ Tevfîk is a leading thinker and an artistic man of the Tanzimat period. Tanzimat period, the second half of the 19th century, is a period in which language debates are intensified and various language subjects are criticized. In this period, some basic topics that have created a dilemma among the intellectuals and argued are shaped around the spelling, the alphabet, the dictionary and the grammar of the Turkish language. Ebuzziyâ Tevfîk also doesn’t keep clear of the language debates in his time and publishes his work called Ne Edât-ı Nefyi Hakkında Tetebbuât in 1909. In this work which is in the form of a booklet, Ebuzziyâ Tevfîk puts forward the dual situation of ‘neither... nor...’ conjunction in Tanzimat period and the subject to a thorough examination according to his time. Beside the grammar and rhetoric books which have just come to fruition, the work is very important because as a grammatical subject the use of the conjunction of ‘neither... nor...’ is taken up in detail by itself and reflects the character of the language debates of Tanzimat period. Furthermore, it is a source for Turkish language and literature with the plentiful examples presented about the use of the conjunction of ‘neither... nor...’ from the 15th to 19th centuries. In this article, the criticisms of Ebuzziyâ Tevfîk on some grammars and rhetoric books which showed the use of the conjunction of ‘neither... nor...’ with the negative verb and gerundial possible in Tanzimat period will be handled and also thoughts and attitudes of him about the writers of these books explained. From time to time it will be scrutinized whether the criticisms of Ebuzziyâ Tevfîk is justified or not. Moreover, it will be tried to show that Ebuzziyâ Tevfîk evaluates the use of the conjunction of ‘neither... nor...’ according to his own truths and thus acts in a subjective way. In doing so, the decisive and sharp attitude of Ebuzziyâ Tevfîk in his claims, language logic and the genius of criticism will be revealed. By the way it will be emphasized that why the work should be used carefully by researchers. Eventually his comments and opinions on language, language teaching and proverbs will be evaluated from his explanations about the conjunction of ‘neither... nor...’.
