TÜRKİYE’DE VE AVRUPA’DA DÜZENSİZ GÖÇ GERÇEĞİ: TÜRK GÖÇ POLİTİKASININ EVRİMİ
Çeşitli nedenlerle gerçekleşen göç hareketlerine tarihin her döneminderastlanılmaktadır. Ülkelerin göçü tanımlamaları ve göç olgusuna yaklaşımlarıgelişmişlik seviyelerine göre değişebilmektedir. Bununla birlikte, çok disiplinlibir alan olduğu için tanımı da çok farklı biçimlerde yapılabilen göç, özellikle dedüzensiz göç Orta Doğu ve Asya kaynaklı düzensiz göç akınlarının yoğunlaşmasınınetkisiyle Türkiye’nin siyasal gündeminde hiç olmadığı kadar önem kazanmıştır.Türkiye ile Avrupa Birliği arasında imzalanan Geri Kabul Anlaşması ve yine buanlaşmayla sıkı biçimde bağlantılı olan Vize Serbestisi Diyaloğu konunun öneminiartırmaktadır. Göç akınlarını kontrol etmeye yönelik Türk göç politikası son 15yılda ciddi kurumsal ve araçsal gelişme göstererek 2013 yılında Yabancılar veUluslararası Koruma Kanunu’nun kabulüyle zirveye ulaşmıştır.
THE IRREGULAR MIGRATION PHENOMENON IN TURKEY AND EUROPE: THE TRANSFORMATION OF TURKISH MIGRATION POLICY
The migration movements depending on various reasons have been observed in almost every era of the history. Both the definition of migration by countries and their approach to it can differ from one another depending on their level of development. Also, migration, which can be defined in many different ways due to being a multi disciplined field, and particularly irregular migration has gained more importance on Turkey’s political agenda than ever before with some influnce by unprecedented migration flows from the Middle East and Asia. The Readmission Agreement between Turkey and the EU signed has put more emphasize on the matter due to close links of the agreement to the Visa Dialogue. Turkish migration policy to control migration flows has shown serious institutional and instrumental development in the last 15 years reaching its peak in 2013 with adoption of the Law on Foreigners and International Protection.
