Ulaştırma Projeleri Finansmanı İçin Bir Model Önerisi: Kamu-Özel Sektör Ortaklığı İle Yap-İşlet-Devret

Bu çalışma, ulaştırma projeleri finansmanı için kullanılabilecek ve halehazırda çeşitli ülkelerde ve ölçekte kullanmakta olan, Kamu-Sektör İşbirliği (KÖİ) veya PublicPrivate Partnership (PPP) olarak bilinen modellerden biri olan, klasik Yap-İşlet-Devret (YİD) finansman modelinden türetilen yeni bir YİD modeli ile otoyol projelerinin yapılabileceğini göstermektedir. YİD modeli kullanılarak son 20 yıldır ülkemizde pek çok altyapı projesi hayata geçirilebilmiştir. Bu projelere bilinen örnekler olarak, doğal gaz çevrim santralları, havaalanları ve hidroelektrik santralları gösterilebilir. Bu çalışma kapsamında, Ankara-İzmir arasında yapılması planlanan 503 km'lik (bağlantı yolları ile 549 km) otoyol projesinin YİD yöntemiyle yapılabilmesinin mümkün olduğu gösterilmektedir. Ancak, YİD modelinin bir versiyonu olarak da ifade edilebilecek ve Kamu Ortaklı YİD modeli olarak adlandırılan bu model ile, söz konusu otoyol projesini daha az maliyetle inşa ederek, daha düşük otoyol geçiş ücreti uygulayarak, hem özel ortak hem de kamu için daha karlı hale getirebilmek mümkün olmaktadır.

A Model Proposed for Financing Transportation Projects: Build-Operate-Transfer via Public-Private Partnership

This study has pointed out that a new version of Build-Operate-Transfer (BOT) financing model generated out from classical BOT model can be used for highway financing. The classical BOT, one of the most popular PPP models has been oftenly employed by various countries for financing of large scale public projects. Over the last 20 year period a number of infrastructure projects in Turkey such as natural gas plants, airports and hydro electric power plants were constructed by using BOT model. In this study, the new version of BOT model is implemented on the projected Ankara-İzmir Highway Project. This highway project can be constructed at a lower project cost by using the suggested BOT model compared to the classical BOT model. Therefore, the lower project cost results in a lower toll rate.
