Kriz ve Yaşlıları İşe Koşmak: Avrupa Birliği’nin “Aktif Yaşlanma” Yaklaşımı Üzerine Eleştirel Bir Değerlendirme

Bu çalışmada Avrupa Birliği’nin neoliberal aktif yaşlanma söylemi eleştirel perspektifle değerlendirilerek bu söylemin yaşlıları nasıl yeniden çalışmaya ittiği ve kapitalizmin yapısal dinamiklerini nasıl gizlediği analiz edilecektir. Bu amaçla öncelikle aktif yaşlanmanın bir çözüm olarak ileri sürüldüğü “yaşlılık krizi” ele alınacaktır. Ardından aktif yaşlanma söyleminin ortaya çıkışı ve gelişim süreci tarihsel ve ekonomik açıdan değerlendirilecektir. Son olarak ise neoliberal politikalar ile dönüşen sosyal politika, emeklilik sistemleri, sosyal güvenlik ve istihdam politikaları ile aktif yaşlanma söylemi arasındaki ilişki incelenecek ve 2008 krizi sonrası bu politikaların etkisi değerlendirilecektir.

Crisis and Put Older People to Work: A Critical Perspective on the European Union’s “Active Ageing”

This paper critically examines the European Union’s “active ageing” discourse as a neoliberal strategy for the activation of older workers. The paper explores how active ageing strategies set older people to work and how it conceals the dynamics of capitalizm. For this purpose, first the “ageing crisis” will be discussed. Then, the emergence of active aging discourse and its application in Europe will be evaluated. Finally, the relationship between neoliberal policies and social policy reforms – pension systems, social security and employment- and active aging discourse will be examined.
