AVRUPA BİRLİĞİ'NİN DIŞ POLİTİKADAKİ AKTÖRLÜĞÜNE ETKİ EDEN GÜÇ UNSURLARI: SİVİL GÜÇ, ASKERİ GÜÇ VE NORMATİF GÜÇ

Avrupa Birliği (AB) üzerine yapılan tartışmaların önemli bir bölümünü, AB'nin mevcut bir dış politikasının olup olmadığı, bu dış politikanın öngörülebilirliği ve bu dış politikanın hangi gücün üzerine inşa edildiği oluşturmaktadır. Bu tartışmaların paralelinde AB'nin bir uluslararası aktör olma bağlamında sivil, askeri ve normatif güce dayalı dış politika araçlarını geliştirerek kendisine strateji oluşturduğu görülmektedir. Bu stratejinin parametrelerini sivil, askeri ve normatif dış politika araçları oluşturmaktadır. AB, bu araçları uluslararası sistemde kullanarak etkili bir aktör görünümü sergilemeye çalışmaktadır. Buna karşın, AB üyesi devletler ulusal çıkarlarından dolayı ortak dış politika konusunda farklı görüşlere sahiptirler ve ortak bir uzlaşı sağlayamamaktadırlar. Bu nedenle AB'nin oluşturmaya çalıştığı bu dış politika araçlarının kapasitelerinin/kabiliyetlerinin etkin biçimde kullanılması da mümkün olmamaktadır.

THE EUROPEAN UNION FOREIGN POLICY AND POWER FACTORS AFFECTING ITS ACTORNESS: CIVILIAN POWER, MILITARY POWER AND NORMATIVE POWER

An important part of the debate on the European Union (EU) is whether the EU has an existing foreign policy, the predictability of the foreign policy and to built on what constitutes the power of its foreign policy. In parallel with these discussions, the EU as an international actor has developed foreign policy based on civil, military and normative power. Accordingly, the EU has created it strategies. This strategy parameters constitutes economic/civilians, normative and military tools. The EU is trying to indicate its effectiveness and enhance its actorness in the international system by using these tools. However, it is argued that since EU member states do not share long standing and extensive common interest, this leads to not only block agreement on creating suprenational foreign policy in the EU level, but also prevent to create collective capabilities by using these tools.
