GÖNÜLLÜLÜK ÜZERİNE UYGULAMALI BİR SOSYAL ARAŞTIRMA: TÜRKİYE’DE SİVİL TOPLUM KURULUŞLARI ÖRNEĞİ

Bu çalışmanın amacı, gönüllük alanında Türkiye’deki sivil toplum kuruluşlarının (STK’ların) mevcut durumları ve güncel mevzuatın gönüllülük üzerindeki etkileri değerlendirilerek yeni bir mevzuatta yer alması gerekenlere ilişkin öneriler ortaya koymaktır. Bu amaçla çalışmada, T.C. İçişleri Bakanlığı Sivil Toplumla İlişkiler Genel Müdürlüğü’nün “Yasal Çerçeve ve Kapasite Geliştirme Projesi” kapsamında toplanan veriler ile ikincil veri analizi gerçekleştirilmiştir. Bu kapsamda, nicel araştırma yöntemi olarak çevrimiçi anket hazırlanmış ve DERBİS üzerinden Türkiye’deki tüm sivil toplum kuruluşlarına gönderilmiştir. 11 Eylül – 29 Eylül 2020 tarihleri arasında yapılan anket çalışmasına toplamda 14.120 STK temsilcisi katılmıştır. Çalışmanın ikinci kısmında, çeşitli kurum ve kuruluşlardan gönüllülük konusunda uzman kilit bilgilendiricilerle çevrimiçi platform üzerinden odak grup görüşmeleri gerçekleştirilmiştir. Çalışma sonucunda elde edilen bulgular, Türkiye’deki STK’larda mevcut gönüllülerin mevzuat kaynaklı sorunlar nedeniyle ihtiyaçlarının karşılanamadığını ortaya koymuştur. Bu anlamda, çalışma Türkiye’de yerel yönetimlerin ve merkezi idarenin STK’ların gönüllülerle çalışmalarını destekleyici programlar geliştirmesinin yanı sıra gönüllülüğü belirleyen yasal bir çerçevenin oluşturulması ve gönüllülük kavramının mevzuatta net bir şekilde tanımlanması gerekliliği vurgulamıştır.

AN APPLIED SOCIAL RESEARCH ON VOLUNTEERING: THE CASE OF NGOS IN TURKEY

The aim of this study is to develop some suggestions to be included in a possible new legislationby analyzing the current situation of NGOs in volunteeringand the impact of current legislation on volunteering. For this aim, in this study the secondary data analysis was performed within the scope of the “Legal Framework and Capacity Building Project” of the General Directorate of Civil Society Relations of the Ministry of Interior of the Turkish Republic. In this context, as a quantitative research method, an online questionnaire was prepared and sent to all civil society organizations in Turkey via DERBİS. A total of 14,120 NGOs representatives participated in the survey conducted between September 11 and September 29, 2020. In the second part of the study, focus group meetings were held with key informants, who are experts on volunteering, from various institutions and organizations via the online platform. The findings obtained in the study have revealed that the needs of volunteers in Turkish NGOs are not metdue to the issues in the existing legislation. In this sense, this study emphasized the necessity of a clear definitionof the concept of volunteering in the legislation and development of a legal framework determining volunteerism besidesthe development of NGO programs supporting voluntary work in local and the central governments.
