DİJİTAL DÖNÜŞÜMÜN İŞGÜCÜ PİYASALARINA ETKİLERİ: TÜRKİYE İŞGÜCÜ PİYASASI İÇİN SOSYAL POLİTİKA ÖNERİLERİ

Dördüncü Sanayi Devrimini başlatan teknolojik gelişmeler sonucundamakineler ve nesneler arasında gerçek zamanlı veri akışının kesintisiz olaraksağlanabilmesi ve yapay zekâ teknolojisinin bilişsel süreçlerde insan gücünü ikameedebilecek şekilde kullanımı endüstrilerde insan gücü yerine otonom üretimsistemlerinin giderek daha yoğun olarak kullanılmasına imkân vermektedir.Otomasyona dayalı sistemlerin artması ise yenilikçi ve fark yaratabilen yüksekseviyede becerilere sahip çalışanlara olan talebi arttırırken rutin faaliyetleriyerine getirmeye dayalı mesleklere sahip çalışanların işlerini dijital sistemlerebırakmasına neden olmaktadır. Bu açıdan, bazı meslekler geçerliliklerini yitirirkenileri teknoloji ile bağlantılı yeni işlerin ve yeni mesleklerin ortaya çıkmaktaolduğu gözlenmektedir. Makro seviyede küresel işgücü piyasalarının dinamikleriyeniden oluşurken, mikro seviyede işgücü piyasasını oluşturan çalışanların sahipolmaları gereken iş becerilerinin kapsam ve içeriği radikal şekilde değişmektedir.İşgücü piyasalarındaki bu değişimlerin ekonomik ve sosyal açılardan bir takımetkileri olması kaçınılmazdır. Bu açılardan, dijital dönüşüm süreçlerinin Türkiyeişgücü piyasası üzerindeki mevcut ve muhtemel etkilerinin iyi anlaşılması, hemistihdam politikalarının oluşturulabilmesi, hem de işgücü yetkinliklerinin ve buyetkinliklerin kazandırılması için gereken mesleki ve örgün eğitim stratejilerinintespiti açılarından önem arz etmektedir.

EFFECTS OF DIGITAL TRANSFORMATION ON LABOR MARKETS: SOCIAL POLICY RECOMMENDATION FOR TURKEY’S LABOR MARKET

As a result of the technological developments leading to the Fourth Industrial Revolution, applicability of continuous real-time data flow between machines and objects along with the usage of artificial intelligence technology that substitutes manpower in cognitive processes have allowed more intensive usage of autonomous production systems. The boost in automation-based systems have been raising the demand for innovative and highly skilled employees, at the same time less skilled employees working on routine activities feel stuck to leave their jobs to digital systems. In this respect, while some professions are losing their validity, some new jobs and professions associated with advanced technologies are emerging. At the macro level global labor markets are reshaping along with the changes in the scope and content of the skills that employees need to have at micro level. It is inevitable that these changes in labor markets to have effects on economic and social dynamics. That is why, it is important to analyze the potential impact of digital transformation processes on Turkey’s labor market so that social policies including vocational and formal education strategies as well as effective employment policies could be developed to form Turkey’s effective future workforce
