AVRUPA BİRLİĞİ’NİN ENTEGRE SINIR YÖNETİM MODELİ

Günümüz dünyasında, giderek artan önemi nedeniyle düzensiz göç vesınır güvenliği, uluslararası bir sorun olarak üzerinde daha çok durulan bir konuhaline gelmiştir. Düzensiz göç dalgası, özellikle gelişmiş ülkeleri, sınır güvenliğininsağlanması ve yeni göç politikalarının oluşturulması konularında yeni ve katıtedbirler almak zorunda bırakmıştır. Kaynak ve transit ülkelerin düzensiz göçleetkin bir şekilde mücadele etmemesi ve sorunun kaynağında çözül-e-memesindendolayı, hedef ülkeler düzensiz göçle mücadele amacıyla sınır güvenliği alanındayeni arayışlara girmişlerdir. Avrupa Birliği, “güvenlikleştirme” anlayışına bağlıolarak geliştirdiği “yeni sınır güvenliği” konseptinin gereği olarak, çok sayıda yenikurum ihdas etmiş ve yeni uygulamalar hayata geçirmiş bu sayede sınırlarını dahada güçlendirmiştir. Konunun özellik arz etmesi nedeniyle bu çalışma, AvrupaBirliği’nin sınır güvenliği örgütlerinin ve uygulamalarının tarihi gelişimini veanalizini kapsamaktadır.

INTERGRATED BORDER MANAGEMENT MODEL OF THE EUROPEAN UNION

In today’s world, the concept of illegal immigration and border security has taken center stage as an international problem due to ever-increasing importance. The wave of illegal immigration has compelled developed countries in particular to take new and rigorous measures in terms of border security and fight against illegal immigration. This new concept of border security created by destination countries against illegal immigration stems from the failure of origin and transit countries to effectively combat illegal immigration and offer a solution to the problem at source. EU has further reinforced borders by force of securitization concept that has come to the forefront as a result of the wave of illegal immigration. To this end, EU has launched numerous new organizations and introduced new practices. The study, therefore, focuses on historical development and analysis of EU’s border security organizations and practices.
