KAOSTAN BARIŞA KÖPRÜ: BALKAN PAKTI’NIN İNŞASI

Zor koşullarda başlayan Türk-Yunan dostluğu, Balkan birliği idealini hayal olmaktan çıkardı. Bu çalışmada, 1928 yılında başlayan bu dostluktan bir dizi konferansa uzanan, oradan da 1934 yılında imzalanan Balkan Paktı'na evrilen süreç incelendi. Balkan Paktı'nın inşası olarak adlandırılan bu süreç revizyonist ülkeleri rahatsız ederken statükocu devletler arasındaki ortaklıkları belirginleştirdi. Dünyanın savaşa yaklaştığı bir süreçte, barut fıçısı olarak adlandırılan Balkanlar'da, kolektif güvenlik ve barış temelinde birlik mücadelesi verildi. Bu bağlamda çalışma, Balkanlar ve çevresinde barış esintileri yaratan paktın inşa sürecinin önemini vurgulamayı amaçladı. İnşa süreci, büyük devletlere bağımlı olmadan küçük devletlerin kendi özgür politik iradelerini sergileyebileceklerine olan inancı yaydı. Balkan Paktı Türkiye, Yunanistan, Yugoslavya ve Romanya arasında 1934 yılı Şubatı'nda imzalandı. Bulgaristan ve Arnavutluk inşa sürecinde bulundu ancak İtalya'nın etkisiyle, pakta katılmadı. Çalışmada Balkan Paktı'nın inşası, daha çok iç ve dış basındaki yansımalarıyla sergilendi. Türk Yunan dostluğu irdelendi. Konferanslar sürecinde, Balkanlar ve çevresindeki genel durumu inceleyen çalışma, Balkan Paktı'nın imzalanmasıyla son buldu

A Bridge from Chaos to Peace: The Construction of Balkan Pact (1928- 1934)

The Turkish-Greek friendship, no matter the difficultn circumstances, realized a dream: The Balkan union. This article targeted to evaluate the process that evolved from the friendship ties in the late 1920s through the conferences in the Balkans toBalkan Pact signed in 1934. The construction process of Balkan Pact was disturbing the revisionist countries whilst it signified the commonalities of the countries that supported the status quo. In a process that the world approached the World War, in the Balkans that reminisced the powder keg, a struggle of unity towards the collective security and peace efforts was conducted. In this context, this paper aimed to put forth the significance of the Balkan Pact that created the winds of peace. The construction process disseminated the belief in representation of the free will of small-scale states. Balkan Pact was signed among Yugoslavia, Romania, Greece and Turkey in February, 1934. Bulgaria and Albania were also among the countries which contributed the construction process however these countries did not participate the Balkan Pact due to Italy’s policies.In this article, the construction process of Balkan Pact was rather displayed under the light of domestic and foreign press organs. Turkish-Greek friendship was scrutinised. The article which examined the construction process of Balkan Pact through the conferences finalized with the signing of Balkan Pact in February, 1934
