İktisadi kriz karşısında ‘sürdürülebilir' refah devleti

İktisadi kriz ile refah devleti (RD) arasında konjonktürel bir ilişki vardır. 2008 krizi, RD’ye olan ihtiyacı ye- niden artırmıştır. Dünyada mevcut her RD (Anglosakson, korporatist, ve İskandinav tipi) model uygulandığı iktisadi sistemin bir eseridir. Ancak hepsinin ortak özelliği, en az düzeyde sosyal güvenlik, sosyal yardım ve hizmetleri sunmasıdır. İktisadi krizlerin sosyo-ekonomik eşitsizliklere yol açmak gibi ciddi dramatik sonuçları vardır. Bu yüzden RD’nin daha etkin ve sürdürülebilirlik yaklaşımıyla uygulanması gerekmektedir. RD’nin ‘sürdürülebilir’ özellik taşıyabilmesi için istikrarlı hükümetler, cömert Keynesçi bütçeler ve ekolojik üretimtüketim zorunludur. Neoliberal politikaların etkisi altındaki küresel dünyada RD’ye karşı bazı çekinceler varolabilir. Türkiye, AB’ye tam üyelik için “Avrupa Sosyal Şartı”na göre sosyal politikaları sürdürmekte ısrarlı olmalıdır.

Sustainable welfare state in view of economic crisis

There is a conjuncturel relationship between economic crisis and welfare state (WS). The crisis 2008 raised the need for WS again. Each WS model that presented in the world (Anglo-Saxon, corporatist, and the Scandinavian type) is a work of applied economic system. However, the common feature of all is to provide the minimum level of social security, social assistance and services. Economic crisis have serious dramatic consequences like causing socioeconomic inequality. Therefore, it is necessary to perform WS more effectively and with the maintainability approachIt is needful that stable governments, generous Keynesian budgets and ecological production-consumption to carry WS’s ‘sustainable’ feature. There may be some reservations against WS under the influence of neo-liberal policies. Turkey must persist in going on social policies according to the “European Social Mode” for full EU membership.
