Türkiye’de Mali Yerelleşme ve Kamu Kesimi Büyüklüğü: 2009-2020 Dönemi

Bu çalışmada Türkiye’de mali yerelleşmenin kamu kesimi büyüklüğüne etkisi 2009-2020 dönemi için incelenmiştir. Çalışmada mali yerelleşmenin farklı kamu kesimi büyüklüklerini nasıl etkilediğini görmek için kamu kesimi büyüklüğü üç farklı düzeyde, mali yerelleşmeyse harcama yerelleşmesi, gelir yerelleşmesi ve dikey mali dengesizlik göstergeleriyle ölçülmüştür. Mali yerelleşmenin kamu kesimi büyüklüğüne gerçek etkisinin ölçülebilmesi için büyükşehir belediyeleri, il belediyeleri ile il özel idarelerinin genel bütçe vergi gelir payları da hesaplanmıştır. Panel veri analizi sabit etkiler modeli sonuçlarına göre mali yerelleşme genel yönetim kamu kesimi büyüklüğünün azalmasına merkezi yönetim ve yerel yönetim kamu kesimi büyüklüğünün artmasına neden olmaktadır. Sonuçlar Leviathan hipotezinin mali yerelleşme ve kamu kesimi büyüklüğüyle ilgili öngörüsünü desteklemektedir.

Fiscal Decentralization and Government Size in Turkey: 2009-2020 Period

This study examines the effects of fiscal decentralization on government size between 2009-2020 in Turkey. Three different measures of government size have been used to see how different levels of government size were affected by fiscal decentralization. Also, fiscal decentralization was measured by expenditure decentralization, revenue decentralization and vertical fiscal imbalance. The general budget tax revenue shares of metropolitan municipalities, provincial municipalities, and special provincial administrations were also calculated to capture the real impact of fiscal decentralization on government size in Turkey. Panel data fixed effect model results showed that fiscal decentralization leads to smaller total government and larger central and local governments which is in line with the prediction of the Leviathan hypothesis.
