Suç Gelirlerinin Aklanması ve Aklama ile Mücadelede Önleyici Tedbirlerin Suç Oranları Üzerindeki Etkileri

Sınıraşan bir nitelik kazanan ve dünya GSYİH'sinin %5'ine kadar ulaştığı yönünde tahminler yürütülen suç gelirlerinin aklanması ile mücadelede önleyici tedbirlerin etkili bir şekilde uygulanması son derece önemlidir. Kimlik tespiti, iş ilişkisinin izlenmesi, şüpheli işlem bildirimi, kayıtların saklanması ve ibrazı, uyum programı oluşturulması unsurları bulunan önleyici tedbirler sayesinde piyasaların aklama (ve terörizmin finansmanı) amacıyla suistimal edilmesi zorlaşacak, suçluların tespiti ve yakalanma ihtimali de artacaktır. Çalışmada kurulan ampirik model çerçevesinde önleyici tedbirlerin suç oranları üzerinde de azaltıcı etkisi olduğu saptanmıştır

Laundering of Crime Revenues and the Effects of Preventive Measures in Fight Against Laundering on Crime Rates

The effective implementation of preventive measures has utmost importance in fighting against laundering proceeds of crime which has a cross-country dimension and is estimated to be about 5% of world GDP. Thanks to the preventive measures, the items of which are identification of customers, monitoring the business relationships, suspicious transaction reporting, record keeping-submitting and establishing a compliance program; the abuse of markets with the purpose of money laundering (and financing of terrorism) will get harder and the possibility of identifying and arresting the criminals will increase. In the framework of the empirical model set up in this paper, it is found that preventive measures also have a diminishing effect on crime rates
