Düzenleyici devlet ve regülasyon uygulamalarının etkinliği üzerine tartışmalar

Devletin ekonomide etkinliği sağlamak ve piyasa başarısızlıkları nedeniyle ortaya çıkan etkinsizlikleri gidermek amacıyla ekonomide yapmış olduğu her türlü kontrol ve düzenleyici önlemler regülasyon kavramıyla ifade edilebilir. Bununla birlikte, devletin yapmış olduğu bu düzenleyici faaliyetlerin de ortaya çıkardığı birtakım maliyetler bulunmaktadır. Bu nedenle, regülasyon uygulamalarının ne ölçüde etkin olduğu ve refah kayıplarına yol açıp açmadığı da uzun zamandır tartışma konusu yapılmaktadır. Dolayısıyla devletin düzenleme görevini yerine getirirken uygulayacağı regülasyon politikalarının, kaynak kullanımında etkinliği sağlayacak ve refah kayıplarına yol açmayacak şekilde tasarlanması gerekmektedir. Bağımsız düzenleyici kuruluşlar da şeffaf ve hesap verebilir kuruluşlar olmalı ve çıkar gruplarınca ele geçirilmesine olanak sağlanmayacak biçimde tesis edilmelidir.

Discussions on the efficiency of the regulatory state and regulation practices

Regulation can be described as all manner of controls and regulatory measures taken by the government in order to implement efficiency in the economy and corrections of ineffectiveness which arising out of market failures. However, there are a set of costs as a result of these regulatory practices performed by the government. Therefore, for a long time, discussions have been going on what extend efficiency of regulatory implementations effective and whether or not causing welfare loss. Hence, state regulatory policy implementations are supposed to be designed as efficient use of resources and without causing welfare lose. Independent regulatory agencies also should be established as being transparent, accountable and without giving any opportunity to be dominated by interest groups.
