Yaşam Döngüsü Maliyet Analizi Yoluyla Enerji Maliyeti Yükünün Belirlenmesi: Toplu Konutlar Üzerine Bir Araştırma

Barınma, insanın en temel ihtiyaçlarından biridir. Barınma ihtiyacını karşılayan konut her kesim tarafından erişilebilir olmalıdır. Konuta erişim ile onun ödenebilirliği arasında sıkı bir ilişki bulunmaktadır. Genel olarak, konut ödenebilirliği, literatürde hanehalkı gelirleri ve konut harcamaları arasındaki ilişki olarak tanımlanır. Bununla birlikte, literatürde konut harcamalarının kapsamı konusunda fikir birliği yoktur. Konut ödenebilirliği ile ilgili çalışmalardan bir kısmı, konut giderlerini tamamen gözardı edip, konutun sadece ilk satınalma maliyetine odaklanırken, diğer çalışmalarda bu kavram, geleneksel olarak konut kredisinin geri ödeme kapasitesine dayandırılmaktadır. Sayıları az da olsa konut giderlerini dikkate alan çalışmalar da ise konut giderleri bağımsız maliyet bilgilerine dayandırılmayıp, her bir konutun hanehalkının farklı tüketim kalıplarına sahip olduğu ve hanehalkı büyüklüğü dikkate alınmamaktadır. Bu nedenle çocuklu ailelerin ve büyük hanelerin uygun maliyet ölçümleri gerçekçi yapılmamaktadır. Konutun giderleri net bir şekilde göz önünde bulundurulmadan, uygun fiyatlı konutlar sunmak neredeyse imkansızdır. Bunun için ise konutun enerji maliyet yükünün tespiti önem arz etmektedir. Bu makale, konutun yaşam boyu enerji tüketiminin konut giderlerine olan etkisini tartışmaktadır. Araştırmanın çalışma evrenini, 2010-2020 yıllları arasında Toplu Konut İdaresi tarafından inşa edilen konutlar oluşturmaktadır. Makale çalışma sonuçlarına göre konutun yaşam döngüsüdeki enerji maliyet yükü, satınalma maliyetine kıyasla çok büyük bir yer kaplamaktadır ve bu durumun gözardı edilmesi uzun vadede hanehalklarını ve onların konuta erişebilirliğini olumsuz olarak etkilemektedir

Determining the Energy Cost Burden Through Life Cycle Costing Analysis: A Research on Mass Housing

Sheltering is one of the most crucial needs of humanity. Housing that meets the need for sheltering should be accessible to all segments of society. There is a close relationship between access to housing and its affordability. In general, housing affordability is defined in the literature as the relationship between household incomes and housing expenditures. However, there is no consensus in the literature on the scope of housing expenditures. While some of the studies on housing affordability completely ignore housing expenditures and focus only on the first purchase cost of the housing, other studies are traditionally based on the repayment capacity of the housing loan. In studies that take housing expenditures into account, even if their numbers are small, housing expenditures are not based on independent cost information, and each household has different consumption patterns, and their household size are ignored. For this reason, costeffective measurements of families with children and large households are not realistic. It is almost impossible to offer affordable housing without a clear consideration of the costs of the housing. For this, it is important to determine the housing energy cost burden. This article discusses the impact of housing life cycle energy consumption on housing costs. As a case study analysis, it consists of the housing units built by the Housing Development Administration between 2010 and 2020. According to the results of the article, the energy cost burden in the life cycle of the housing occupies a very large place compared to the housing purchase cost, and ignoring this situation negatively affects the households and their accessibility to housing in the long run.
