Meclis tarafından çıkarılacak af kanunlarının milletvekili sayısının beşte üç çoğunluğu ile kabul edilmesi gerekmektedir. Kanun’un adı önemli değildir. İçerisinde af ile ilgili hükümlerin bulunması, örneğin para cezalarının tahsilinden vazgeçilmesi yeterlidir. Bu nedenle, şimdiki sistemde 360 oyun altında, daha önceki sistemde 330 oyun altında kabul edilen ve içinde af hükümleri barındıran bütün kanunlar Anayasa’ya aykırıdır.

The amnesty acts to be enacted by the Assembly shall be adopted by a three-fifths majority of the number of deputies. The name of the law is not important. It is sufficient to have provisions on amnesty, for example, to renounce the collection of fines. For this reason, all acts, which are considered to be less than 360 votes in the current system and less than 330 votes in the previous system and which contain amnesty provisions, are against the Constitution.
