Çin Tehdidi Retoriğine Karşı bir Barışçıl Benlik Üretimi: Ahenkli Dünya ve Çin Rüyası

Çin'in yükselişi ve Çin tehdidi, 21. Yüzyılın ilk çeyreğinde hem uluslararası sistem hem de uluslararası toplum nezdinde en çok tartışılan konulardan biridir. Buna bağlı olarak büyüyen ciddi bir akademik yazın da mevcuttur. Fakat Çin'in yükselişini, uluslararası sistemdeki büyük güçlerin materyal kapasitelerindeki değişim açısından ele alan pek çok çalışma, yükselişin niteliksel boyutunu göz ardı etmektedir. Bu niteliksel boyut dünya düzeninin doğasına yönelik sorgulamaların sonucunda yeni kavramlar ve normların üretilmesiyle somutlaştırılmıştır. Bu çalışmada, akademik yazındaki niteliksel boyut boşluğunu doldurmak amacıyla Çin'in 21. Yüzyılda ortaya koyduğu uluslararası stratejinin iki temel kavramı olan "Ahenkli Dünya" ve "Çin Rüyası" ele alınacaktır. Her iki kavramın da sırasıyla Konfüçyüsçü ahenk/uyum manasına gelen He He (??) ve büyük uyum manasına gelen Datong (??) prensibinden ilham alınan medeniyetsel temelleri incelenecektir. Antik Çin metafiziğinden türetilen bu kavramların mevcut Çin dış politikasında neden siyasi bir kozmoloji haline getirildiği ise sosyal kimlik teorisi çerçevesinde "Çin Tehdidi" retoriğine karşı üretilen bir barış imajı, barışçıl benlik üretimi olarak değerlendirilecektir.

A Peaceful Self-Production Against China Threat Rhetoric: Harmonious World and Chinese Dream

In the presence of both international society and system, China's rise and China threat is one of the much discussed topics in the first quarter of the 21 century. Correspondingly, there is also a growing academic literature. However, many studies addressing the rise of China in terms of changes in the material capacities of the great powers in the international system, ignore the qualitative dimension of the rise. This qualitative dimension is concretized by the generation of new concepts and norms as a result of inquiries into the nature of world order. This study will address two basic concepts of the international strategy that China has put forward in the 21th century in order to fill the qualitative dimension gap in academic literature: "Harmonious World" and "Chinese Dream". In both concepts, He He (??), which comes to mean Confucian harmony, and the civilizational bases inspired by Datong (??) principle, which comes to mean great harmony, will be examined. The reason why these concepts, derived from ancient Chinese metaphysics, are transformed into a political cosmology in the present Chinese foreign policy will be regarded as a peace image, a peaceful self image produced against the "Chinese Threat" rhetoric within the framework of social identity theory
