KAYBEDİLMİŞ SON ŞANS: LOKASYON KARARLARININ KENTSEL GELİŞİM ÜZERİNDEKİ ÖNEMİ

Bugün, kapitalizmin küresel etkileri ile birlikte, kamu/özel, ulusal/uluslararası ve çok uluslu yatırımlar kentler arasında oldukça yoğun bir rekabet ortamı oluşmasına neden olmuşlardır. İnsan grupları ve ekonomik yatırımlar için cazibe merkezleri oluşturulması, yüksek yaşam kalitesinin sağlanması, sosyal ve mekansal problemlerin minimuma indirilmesi, yerel yönetimlerin kendi kentlerini diğerlerinden daha iyi bir duruma getirmek için uğraş verdikleri en temel başlıklar olarak sıralanabilirler. Mekansal büyüymeyi sağlamaktan ziyade, yerel yönetimler kentlerinin sahip olduğu fırsatları o kentin gelişimi için kullanma konusunda birinci dereceden sorumludurlar. Örneğin endüstri, turizm, doğal cazibe merkezleri, tarihi mekanlar, sağlık ve eğitim merkezleri gibi fonksiyonlar doğru organizasyonlarla kentin sosyal ve mekansal gelişiminin hızlanmasına ciddi katkılar sağlarlar. Bu fonksiyonlardan her biri kente kalıcı yada geçici nüfus çeker, ekonominin canlanması, iş ve istihdam fırsatlarının artması, sosyal çevrenin renklenmesi gibi daha pek çok avantajı kente kazandırır. Sonrasında söz konusu kent baskın fonksiyonları ile birlikte anılmaya başlanır. Üniversite kentleri, özellikle Kuzey Amerika ve Batı Avrupa'da, eğitim fonksiyonunun kentin sosyal ve mekansal yapısını domine ettiği önemli kent tiplerinden bir tanesidir. Genel olarak "üniversite kenti" bünyesinde orta yada büyük ölçekli bir yüksek öğretim kurumu barındıran kentler olarak tanımlanabilir. Bu çalışmada, Norman (Oklahoma, ABD) ve Burdur kentleri bünyelerinde bulunan üniversitelerin lokasyonları, diğer kent fonksiyonları ile entegrasyonları ve kentsel gelişime katkıları bakımından incelenecektir

THE LAST AND LOST CHANCE: IMPORTANCE OF LOCATION DECISION FOR URBAN DEVELOPMENT

Today, by the effects of global capitalism, public/private, national/international and multinational investments create very competitive atmosphere between cities. Attract people and business, provide high quality of life, limitate social and spatial problems are most common issues for local governments to make their cities better than others. It is local government’s responsibility to value opportunities which can involve their cities development rather than spatial growth. There are functions which accelerate social and economic developments of cities, such as industry, tourism, natural attractions, historical places and values, health centers and educational institutions. Each of these features attracts permanent and temporary residents to cities, support local economy, increase employment opportunities, contribute more colorful social atmosphere and bring many other benefits to the city. Then these places called with their major functions and facilities, such as industrial or touristic cities. College town is one of those major city types based on its educational functions, especially in US and west European countries. Typically, the term “college town” represents cities with a medium or large size of college or university. In this study, Norman (Oklahoma, US) and Burdur (Turkey) will be investigated through the locations of universities, their integration with other urban functions and their effects on urban developments
