POLİTİKA ÇÖZÜMLEMESİNDE BİR ARAÇ OLARAK POLİTİKA AĞI YAKLAŞIMI

Kamu politikalarının amacı halkın refah düzeyini ve toplumsal faydayıarttırmaktır. Kamu politikalarında öncelikle dikkate alınması gereken husus kamuyararının sağlanmasıdır. Kamu politikalarının amaç, süreç ve sonuçları bağlamındayapılan analizler bu açıdan önemlidir.Kamu politika analizi, kamu politikaları sürecini ve politika sonuçlarınaetki eden faktörleri incelemeyi amaçlar. Politika ağları yaklaşımı, kamu politikasıanalizlerinde son yıllarda sıklıkla tercih edilmektedir. Politika ağları yaklaşımıen genel ifadeyle, siyasal süreçlerde devlet ve çıkar grupları arasındakiilişkileri incelemektedir. Kamu politikalarının doğasını anlamada ve politikalarışekillendiren dinamikleri analiz etmede politika ağları yaklaşımı önemli bir işlevüstlenmektedir.Bu çalışmanın amacı politika ağı yaklaşımına ilişkin kapsamlı bir teorikaltyapı oluşturmak ve yapılacak uygulamalı araştırma ve analizlere çıkış noktasısağlamaktır. Bu amaçla çalışmada ağ yaklaşımının ortaya çıkışı ve tarihselarka planı, politika ağı yaklaşımına ilişkin alan yazını ve güncel tartışmalardeğerlendirilmiştir. Ayrı ekolleri oluşturan politika ağları yaklaşımı ile yönetişimağları yaklaşımı arasında bir karşılaştırma yapılarak, politika ağları yaklaşımınıniçeriği netleştirilmiştir. Ayrıca politika ağı yaklaşımı çerçevesinde yapılacak kamupolitikası analizlerinde bir çerçeve oluşturacak politika ağı sınıflandırmalarına vebu konuda yapılan analizlere yer verilmiştir.

POLICY NETWORK APPROACH AS A TOOL IN POLICY ANALYSIS

The aim of public policies is to increase public welfare and social benefits. Public policy should be taken into consideration in public interest. Analyzes made in the context of the objectives, processes and results of public policies are important in this respect. Public policy analysis aims to examine the public policy process and the factors affecting policy outcomes. The policy networks approach is often preferred in public policy analysis in recent years. In general terms, the policy networks approach examines the relations between the state and the interest groups in political processes. Policy networks approach plays an important role in understanding the nature of public policies and analyzing the dynamics that shape policies. The aim of this study is to provide a comprehensive theoretical basis for policy network approach and to provide a starting point for applied research and analysis. For this purpose, the emergence of the network approach and its historical background, the literature on the policy network approach and current debates were evaluated. The policy networks and the governance networks, which are separate schools, are compared and the policy networks approach is clarified. In addition, policy network classifications that will form a framework for public policy analysis and analyzes on this issue are included.
