Sürdürülebilir Enerji Politikasında Enerjinin Temel Boyutlarının Rolü

Hayatın her alanında enerjiye duyulan ihtiyaç, enerjinin çok boyutlu niteliğini ortaya çıkarmaktadır. Doğal çevrede enerjinin fiziksel varlığının yanı sıra üretimi, tüketim bölgelerine iletilmesi, ekonomik yönden ulaşılabilirliği ve doğal çevre üzerindeki etkileri gibi unsurların da dikkate alınması gerekmektedir. Bu sebeple ekonomik, güvenli ve çevresel açıdan sürdürülebilir enerji arzı, ülkeler için büyük önem taşımaktadır. Enerji politikasını etkileyen faktörlerin çokluğu ve çeşitliliği, sürdürülebilir enerji konusunda alınacak kararları daha karmaşık hale getirmektedir. Enerjinin yaşamsal rolü, temel boyutlarının karşılıklı ve çok yönlü etkileşim halinde olduğu bir sistem çerçevesinde değerlendirilmesini gerekli kılmaktadır. Dolayısıyla üretimden tüketime kadar sürdürülebilir enerji politikasının oluşturulması, enerjinin temel boyutlarının dikkate alınmasını zorunlu hale getirmektedir. Bu çalışmada, enerjinin temel boyutları (fiziksel, çevresel, ekonomik, toplumsal, jeopolitik ve teknolojik) incelenerek sürdürülebilir enerji politikasındaki rolü analiz edilmiştir. Çalışmanın sonucunda, sürdürülebilir enerji politikasının oluşturulmasında, enerjinin temel boyutlarının sürekli olarak yeniden değerlendirildiği dinamik bir bakış açısının benimsenmesi ve boyutlar arasında bir denge kurulmasının gerekliliği ortaya konulmuştur.
