Kamu maliyesine etkileri açısından kamu özel sektör ortaklıkları üzerine bir değerlendirme

Küreselleşme süreci ile birlikte dünya genelinde kamusal hizmetler piyasalaştırılmaya başlanmıştır. Özelleştirmelerle başlayan süreç kamu özel sektör ortaklıkları (KÖSO) ile yeni bir aşamaya geçmiştir. KÖSO’lar bu bağlamda tüm ülkelerde hızla yaygınlaşmaktadır. Kamusal hizmetlerin KÖSO’lar kanalıyla sunumu bazı risk ve getirileri de beraberinde getirmektedir. Özellikle kamu maliyesi üzerine olası etkiler ciddi olarak tartışmaya açıktır. Bu temelden hareketle çalışmada öncelikle KÖSO mantığı ve kamusal hizmetlerin piyasalaşma sürecinde KÖSO’ların yeri tartışılmıştır. Daha sonra KÖSO’ların kamu maliyesi üzerine olası etkileri analiz edilerek kamu maliyesinin sürdürülebilirliği bağlamında önermelerde bulunulmuştur.

A discussion on public private partnerships in the sense of their effects on public finance

With the process of globalization, public services started to be marketisation in all over the world. The process which started with privatization have gone to a new phase with public private partnerships (PPPs). In this regard, PPPs become widespread in all countries rapidly. Providing public services through PPPs bring some risks and returns. In especial, the possible effects on public finance open to argument critically. On this basis, the logic of PPPs and the place of public services in marketization are discussed in the paper. Then, the possible effects of PPPs on public finance are analyzed and the suggestions are made in the sense of the continuity of public finance.
