Marksist devlet kuramı üç kısımda ele alınabilir : a) Devletin tarihteki oluşumu (devletin tarihsel gelişimi) b) Çağımız toplumunda devlet. c) Sosyalist devlet ve devletçiliğin sonu. Bununla beraber, Marksist tarihsel gelişim aşamalarının sadece Avrupa topluluklarının tarihsel gelişimi için geçerli olduğu belirtilmelidir. Dünyanın çeşitli bölgelerindeki diğer toplulukların tam olarak Avrupa'ya benzer aşamaları tecrübe edeceği beklenmemelidir; çünkü basitçe ifade etmek gerekirse batılı olmayan toplumların koşulları tümüyle farklıdır.

The Marxist theory of state can be handled in three parts: a) The forming of the state in history (historical development of the state.) b) The state in our contemporary society. c) The socialist state and the end of statehood. However, it must be stated that the stages of Marxist historical development are only valid for the historical development of European societies. It should not be expected that other societies living on different parts of the world will experience exactly the same stages of development as in Europe; simply because the conditions of non-Western societies are altogether different.
