Okullarda Hissedilen Hesap Verebilirlik Baskıları ve Öğretmen Tepkileri Üzerindeki Muhtemel Bireysel ve Kurumsal Etkiler
Bilgi ekonomisinin yüksek becerilere sahip yetişmiş insan gücü taleplerini karşılamak için, dünya eğitim sistemleri okulların öğretimden ve sonuçlarından sorumlu tutulmasını ve sonuçlara ilişkin açıklama yapılmasını içeren birçok hesap verebilirlik mekanizmaları geliştirmiştir. Bu çalışmada, Türkiye’de okullar üzerindeki hesap verebilirlik baskıları ve okulların bu baskılara tepki düzeyleri ortaya konulmaya çalışılmıştır. Bu anlamda okullar üzerindeki hesap verebilirlk baskıları, okulların verdikleri tepkilerin düzeyleri, baskı ve tepki düzeylerinin bazı bireysel ve kurumsal özelliklere göre farklılık gösterip göstermediği sorularına cevap arnmaktadır. Kütahya'daki ilk, orta ve lise okullarında görevli öğretmen ve yöneticilerden rastgele belirlenen örneklem grubuna 'Akademik Performans Baskıları Ölçeği' ve 'Okul Hesap Verebilirliği Ölçeği' ile elde edilen nicel veriler analiz edilmiştir. Öğrencilerin akademik başarılarının artırılmasına dönük öğretmenlerin okul paydaşlarından, sosyal çevreden ve üst yönetim ve denetim birimlerinden çok düşük düzeyde baskı gördükleri, buna karşılık sadece üst bürokrasi ve denetçilere karşı kendini ifade etme, savunma ve aklama çabası içinde oldukları belirlenmiştir. Baskı ve tepkiler cinsiyet, görev, sendika üyeliği ve eğitim düzeyi gibi öğretmen özelliklerine göre farklılaşmaktadır.
Exploration of Possible Individual and Institutional Effects on School Accountability Pressures and Teacher Responses
To meet the demands of knowledge economy, educational systems worldwide havedeveloped many accountability mechanisms to hold the schools responsible for astandardized teaching and account-giving for the results. Henceforth, this research seeksto portray the accountability pressures on schools and school responses, and theirvariations between the groups of individual and institutional variables in Turkish context.A survey research design investigated the data obtained by the ‘Accountability PressuresScale’ and ‘Accountability Responses Scale’ from the stratified sample of K-12 schools,in Kütahya, Turkey. It revealed that teachers feel very less pressure from schoolshareholders, school social environment and upper bureaucracy, and they feelresponsible only to the upper bureaucracy and supervisors. The level of accountabilityrelations variates between the subgroups of teacher characteristics such as school level,gender, position, union membership and education level of teachers have an impact on.
