Türkiye'de istihdam politikalarının bulanık veri zarflama analizi yöntemiyle etkinlik analizi

İşsizlik tüm dünyanın ortak bir sorunudur. Bu anlamda, işsizliği azaltmaya ve istihdamı artırmaya yönelik politikalar dünyanın genelinde benzer biçimde uygulanmakta, ancak farklı sonuçlar alınmaktadır. Bu bağlamda, uygulanan istihdam politikalarının etkinliği önem kazanmaktadır. Etkinlik ölçümünde parametrik ve parametrik olmayan yöntemler kullanılabilmektedir. Bu çalışmada, 41 ülke için istihdam politikalarının etkinlik analizi parametrik olmayan bulanık veri zarflama analizi ile yapılacaktır. Analize geçmeden önce, etkinlik analizi ve bulanık veri zarflama analizi hakkında kısa bir teorik bilgi verilecek, daha sonra önsel olarak seçilen girdi ve çıktı değişkenleri korelasyon analizi ile sınanacaktır. Etkinlik analizinin ardından, Türkiye için gerekli iyileştirmeler ortaya konacaktır.

Effectiveness analysis of employment policies with method of fuzzy data analysis in Turkey

Unemployment is a common problem all over the World. In this sense, policies that intended for decreasing unemployment and increasing employment are applied similar format, but different results are obtained. In this context, effectiveness of employment policies that are applied come into prominence. Parametric and nonparametric methods can be used to measure effectiveness. In this study, effectiveness analysis of employment policies will be made for 41 countries with nonparametric fuzzy data envelopment analysis. Before analysis, a brief theoretical knowledge will be given about effectiveness analysis and fuzzy data envelopment analysis, then a priori selected as the input and output variables will be checked by correlation analysis. After effectiveness analysis, the improvements that are required for Turkey will be put forward.
