Milli Eğitim Bakanlığı merkez örgütündeki yöneticilerin örgütsel adalet algıları

Bu araştırmada Milli Eğitim Bakanlığı merkez örgütünde görev yapan yöneticilerin örgütsel adalet algıları incelenmiştir. Nitel araştırma yöntemiyle desenlenen bu araştırmada görüşme tekniği kullanılmıştır. Veriler, Milli Eğitim Bakanlığı merkez örgütünde görev yapan 15 yönetici ile yapılan görüşmeler yoluyla toplanmıştır. Veri toplama aracı olarak yarı yapılandırılmış görüşme formu kullanılmıştır. Veriler betimsel analiz tekniği ile analiz edilmiştir. Bulgulara göre yöneticiler örgütsel adalet kavramını genellikle “örgütte makam, statü, ödül ve kaynakların dağıtımında adalet” şeklinde algılamaktadır. Bunun yanında kamu örgütlerinde dağıtım adaletinin yeterince gözetilemediği; çalışanlar arasındaki iletişimde saygı ve nezaket kurallarına üst kademelerde alt kademelere oranla daha çok özen gösterildiği; çalışanların kararlara katıldığı ancak son kararın verilmesinde etkin olmadıkları ve örgüt içi düzeltici adalet mekanizmalarının işlevsel olarak çalışmadığı anlaşılmaktadır.

Organizational justice perceptions of administrators in central organization of Ministry of National Education

In this study, administrators' perceptions related to organizational justice in Central Organization of The Ministry of National Education were examined. The research was designed as a qualitative study and has been performed through interviews. The data were gathered from totally 15 administrators by semi structured interview method. Five questions were asked to administrators related to organizational justice dimensions. Descriptive analysis technique was used to analyze the data. According to findings, public administrators perceive the concept of organizational justice as “the justice in distribution of positions, status, awards and resources”. Besides, it is understood that justice of distribution in public institutions is not respected enough; respect and courtesy in communication among staff is much more taken into care at higher levels than at lower levels; staff are participating in decision making process but not effective in the final decision; and intraorganizational corrective justice mechanisms do not operate functionally.
