Mali Özgürlük ve Parasal Özgürlük Arasındaki İlişki: E7 Ülkeleri İçin Bir Analiz

Ülkelerin ekonomik özgürlüklerinin ölçülmesi noktasında pek çok kriter bulunmaktadır. Mali özgürlük ve parasal özgürlük de bu kriterler arasındadır. Bu çalışmada mali özgürlük ve parasal özgürlük arasındaki ilişki araştırılmaktadır. Bu kapsamda 1995-2019 dönemini kapsayan ve Heritage Vakfından temin edilen mali özgürlük ve parasal özgürlük endeks değerleri ile E7 ülkeleri (Brezilya, Çin, Endonezya, Hindistan, Meksika, Rusya, Türkiye) için bir panel veri analizi gerçekleştirilmiştir. Çalışmanın ekonometrik analizi Kónya (2006) tarafından geliştirilen bootstrap panel Granger nedensellik testi ile yapılmıştır. Çalışmadan elde edilen bulgulara göre Endonezya’da ve Türkiye’de mali özgürlük parasal özgürlüğün nedeni iken, Rusya’da mali özgürlük ve parasal özgürlük birbirinin nedenidir.

The Relationship Between Fiscal Freedom and Monetary Freedom: An Analysis for E7 Countries

There are many criteria for measuring the economic freedom of countries. Fiscal freedom and monetary freedom are also among these criteria. In this study, the relationship between fiscal freedom and monetary freedom is investigated. In this context, a panel data analysis was carried out for E7 countries (Brazil, China, India, Indonesia, Mexico, Russia, Turkey) with the fiscal freedom and monetary freedom index data provided by the Heritage Foundation, covering the period 1995-2019. The econometric analysis of the study was performed with the bootstrap panel Granger causality test developed by Kónya (2006). According to the findings obtained from the study fiscal freedom is the cause of monetary freedom in Indonesia and Turkey. On the other hand fiscal freedom and monetary freedom are the cause of the each other in Russia.
