Atatürk Üniversitesi Sosyal Bilimler Enstitüsü Dergisi 2015 19 (3): 217-231 E-Belediye Hizmetlerinde Farkındalığın Tespiti: Zambak Projesi Özelinde Bir Araştırma Yalova Belediyesi Örneği
Özet: Kamu yönetimi alanında yeni teknolojilerin kullanımı ve hizmet kalitesinin artı- rılması dikkat edilmesi gereken bir husus olarak görülmektedir. Kamu hizmetlerinin elek- tronik ortama aktarılmasıyla e-devlet ve e-belediye hizmetleri önem kazanmış, literatürde çok farklı boyutlarıyla araştırmacılar tarafından irdelenmiştir. Bu çalışma ile amaçlanan e-hizmetler anlamında öncü olan bir belediye özelinde e-belediye hizmetlerinin farkında- lığı ve bu farkındalığın e-belediye kabulü üzerindeki etkisinin belirlenmesidir. Araştırma- da konu ile ilgili literatür taraması yapılmış, algılanan farkındalık ve e-devlet adaptas- yonu boyutları incelenmiştir. Araştırma kapsamında yüz yüze anket yöntemi kullanılmış olup araştırma, Yalova ili ölçeğinde kolayda örnekleme yöntemi ile 223 katılımcı üzerin- de gerçekleştirilmiştir. Bu çalışmayı özgün bir çalışma yapan ise diğer araştırmalardan farklı olarak hizmeti sunan ve hizmeti talep eden her iki tarafında istedikleri zaman ve yerden e-belediye işlemlerini gerçekleştirebiliyor olmalarıdır. Analizler sonucunda algı- lanan farkındalığın e-devlet adaptasyonunu olumlu yönde etkilediği görülmüştür.
The Detection of Awareness of Municipal Services: Yalova Municipality Sample: Lily Project Abstract:
Abstract: The use of new technologies and to enhance the quality of service in the field of public administration is most important factor for consideration. The researchers evaluate the literature in E-Government and e-municipal service in order to gain importance in transfer electronic platform under the public services management. This study aims to determine the awareness of e-services in terms of municipal services and its impact on the awareness for the adoption of e-municipality. For this reason, we adopt a study that perceives awareness and dimensions for adoption of e-government. We conduct a survey with 223 sample size for Yalova city. This study differs with other study by incorporating service demand on both side under an e-municipal operations, its desire and target. Under the above hypothesis, we can surely say that perceived awareness positively affects the e-government.
