Ücret,performansa göre ücret ve çalışanların algısı : ABD 'de federal düzey örneği

Bu makale iki kısımdan oluşmaktadır. Birinci kısımda, Amerika Birleşik Devletleri federal ücret sistemi genel hatlarıyla anlatılmış ve ülkemiz kamu personel sistemi ile bazı karşılaştırmalar yapılmıştır. İkinci kısımda ise, ABD'de federal düzeyde, performansa göre ödeme ve performansa göre ödemede çalışan algısı ortaya konulmaya çalışılmıştır. Performansa göre ödemede çalışan algısını değerlendirebilmek için, ABD'de kariyer ve liyakat sistemini korumakla görevli yarı-yargısal, bağımsız bir otorite olan Kariyer ve Liyakat Sistemini Koruma Kurulu'nca (Merit System Protection Board) 2007 yılında hazırlanan sonuç raporu kullanılmıştır.

Wage, pay for performance,and employee perspectives : The case of USA federal level

This study consists of two parts. In the first part, the USA public personnel payment system at the Federal level is examined in general and compared with Turkish public personnel payment system. The second part focuses on the study of pay for performance and the employee perception of pay for performance at the federal level in the USA. In the order to evaluate employee perspectives of pay for performance, the study utilizes the 2007 Result Report prepared by semi-legal and the semi-autonomous Merit System Protection Board, which has the responsibility of protecting merit system.
