Yönetimden Yönetişime Geçiş ve Ötesi Üzerine Kavramsal Açıklamalar

Çalışmanın amacı, sıkça tartışılan yönetişim konusunda kavramsal açıklamalarla daha kabul edilebilir bir bakış açısının geliştirilmesidir. Yönetişimin her sorunu çözücü, kendisinden vazgeçilemeyecek sonuç ya da içi boş, moda kavram olduğunu savunan görüş ve tartışmalar özünde yaşanan kavramsal kargaşayı anlatmaktadır. Sonuçta bu ortam; uluslararası özelliklerde harekete geçirilen yerel, bölgesel ve küresel nitelikteki dinamiklerin ulusal ve toplumsal çıkarlarımız içiri değerlendirilmesini zorlaştırmaktadır. Böylece kayram, bazı etkin olmayan uygulamaları gizleyici retorik nedeni de yapılabilmektedir. Tanım ve açıklamalardan hareketle yönetişim, sorunların çözümünde vazgeçilmez yöntemden çok, toplumların önceliklerine, gereksinimlerine uygun koşullarda toplumsal aktörlere çözümde dinamik kazandıran ve bu niteliğiyle değerlendirilmesi, teorik ve özellikle de pratik uygulamaların bilimsel incelenmesi gereken yönetim tarzı olduğu belirtilebilir.

Hanging from the Government to the Term of Governance and Its Beyond: A Brief Conceptual Explanation

The aim of this study is to construct -based on some theoretical explanations- "a more acceptable 1 point of view for the issue of governance which has been discussed very often. For the author, current discussions and different views formed on the governance have pointed out in fact a^conceptual turbulence while it is seen as a problem solving in all kind and non-avoidable result in one side or, a meaningless but the fashion concept in another. In a way, such an atmosphere have made very hard to direct the local, regional and global dynamics to "our national and social benefits". As the conclusion, the article says that the governance must be taken into consideration with its flexible and dynamic nature in offering solutions for the social actors.
