Kamu Yönetimi Disiplininde Eleştirel Kuram: Box ve Denhardt Üzerine Bir İnceleme

Bu makalede kamu yönetimi disiplininde eleştirel kuramı savunan iki akademisyenin Richard C. Box ve Robert B. Denhardt’ın görüşleri incelenmektedir. Kendilerini eleştirel kuramcı olarak tanımlayan bu iki yazarın incelemesi, eleştirel kuramın kamu yönetimi alanına uygulanmasının ne anlama geldiğini kavramamıza yardımcı olacaktır. Kamu yönetiminde “eleştirel kuramcı yaklaşım” Türkçe yazında henüz çeviri ya da telif yapıtlara konu olmamıştır. Makalenin bu yönüyle, Amerikan kamu yönetimcilerinin tartışmalarına genel bir bakış niteliği taşıdığı da söylenebilir. Çalışmada öncelikle Frankfurt Okulu/Eleştirel Kuram ele alınacak; daha sonra ortak kavramlar üzerinden Box ve Denhardt’ın görüşleri anlatılacaktır. Çalışma kısa bir değerlendirmeyle son bulacaktır.

Critical Theory for Public Administration Discipline: A Study on Box and Denhardt

This article discusses the views of Richard C. Box and Robert B. Denhardt, two academicians, who support critical theory for public administration discipline. The analysis of the authors, who define themselves as critical theorists, will help us comprehend what the application of critical theory to the public administration field signifies. The “Critical theoretician approach” to public administration has neither been translated, nor has been subject to literary composition in Turkish literature on public administration until today. It can be said that in this respect, this article is a general overview of American public administration theorists’ arguments. In this study, firstly, the Frankfurt School/Critical Theory will be argued. Then the opinions of Box and Denhardt will be scrutinized on the basis of common concepts. The study will be concluded with a brief evaluation.
