Bu çalışma son yıllarda Türkiye gündemini meşgul eden “Başkanlık Sistemi” tartışmalarına açık- lık getirmeyi amaçlamaktadır. Bunu yaparken Başkanlık Sistemi öncelikle sistemin gereği gibi uygulandığı tek ülke olan Amerika Birleşik Devletleri’nin deneyimleri çerçevesinde irdelenmekte, daha sonra Adalet ve Kalkınma Partisi’nin Türkiye Büyük Millet Meclisi’nde çalışmalarını sürdü- ren Anayasa Uzlaşma Komisyonuna verdiği öneri doğrultusunda, getirilmek istenilen Başkanlık Sisteminin özellikleri ve önerinin kabul edilmesi durumunda ortaya çıkacak durum tartışılmakta- dır.

(Is it going to be “Sovereignty Unconditionally Belongs to the President”?) This study aims to bring some clarification to the “Presidential System” arguments which is occupying Turkish public opinion in recent years. In doing this, firstly the Presidential System is elaborated in view of the experiences of the United States of America, the only nation where the system is properly in effect. Then, the proposal given to the Rapprochement Commission on Constitution, presently working at the Turkish Grand National Assembly, by Adalet ve Kalkınma Partisi (the political party in power) regarding the Presidential System is elaborated and possible outcomes, in the event of its acceptance, is evaluated.
