Avrupa birliğin'de bölgesel yelinik sistemlerine yönelik kamu politikaları:Seçilmiş ülke örnekleri

Avrupa Birliği'ne iiye ülkelerde önemli düzeyde yenilik farklılıkları bulunmaktadır. Mevcut bu farklılıklar, Birliğin gelişme sürecini olumsuz yönde etkilemekte ve entegrasyon sürecini sekteye uğratmaktadır. Bu nedenle Avrupa Birliği'ne iiye ülkelerde bölgesel yenilik sistemleri önemli bir politika alanı olarak dikkat çekmektedir. Bölgesel yenilik sistemlerini desteklemeye yönelik olarak uygulanan politikalarda ağırlıklı olarak; yenilik ve? girişimcilik için uygun ortamın sağlanmasına, kümeleşmenin teşvik edilmesine ve yenilikçi ağ yapıların desteklenmesine önceük verilmektedir. Ancak bu politikalar, evrensel ve her yerde uygulanabilir olmaktan oldukça uzaktır. Bu açıdan sistemlerin desteklenmesine yönelik politikalar her bir bölge için farkhlaştırılmalı ve bölgelerin öznel koşullarına göre tasarlanmalıdır.

Public policies for regional innovation systems in european union: Selected country samples

There are significant differences in innovation in the European Union member countries. These differences adversely affect the development progress and interrupt the Union's integration process. Therefore regional innovation systems have attracted attention as an important policy area in European Union member countries. Policies to promote regional innovation systems are given priority in the provision of a favorable climate for innovation and entrepreneurship, promo/ion of clustering and support of network structures. However, these policies are far from being universal and applicable anywhere. In this respect, policies to support regional innovation systems should differentiate for each region and should be designed according to specific conditions.
