Türkiye’de Vergi Gelirleri ve Ekonomik Büyüme Arasındaki Asimetrik İlişki: NARDL Eşbütünleşme Yaklaşımı
Bu çalışmanın amacı Türkiye’de farklı vergi türlerinin ekonomik büyüme üzerindeki etkisini ortaya koyarak optimal vergi kompozisyonunun oluşturulmasına katkı sağlamaktır. Bu amaca yönelik olarak hem toplam vergi gelirlerinin hem de vergi karmasında yer alan mal ve hizmet vergisi, emlak vergisi ve gümrük vergisinin ekonomik büyüme ile olan ilişkisi Türkiye’ye ait 1965-2018 dönemi yıllık verileriyle asimetrik tepkileri de dikkate alan Doğrusal Olmayan ARDL (NARDL) eşbütünleşme yaklaşımı ile araştırılmıştır. Ampirik bulgular söz konusu değişkenler arasında uzun dönemli senkronize bir ilişkinin varlığına işaret etmektedir. Bulgular aynı zamanda bu ilişkinin bazı değişkenler için simetrik, bazı değişkenler için ise asimetrik bir ilişki sergilediğini de göstermektedir. Vergi değişkenlerinde görülen asimetrik ilişkilerde vergi gelirlerinin ekonomik büyüme üzerindeki pozitif etkisinin vergi indirimlerinin yarattığı pozitif etkiden daha güçlü olduğu şeklindeki bulgular vergi tabanının genişletilmesinin ve daha fazla vergi geliri elde etmek için vergi tahsilatının düzenli bir şekilde yapılmasını sağlayacak düzenlemelerin önemini göstermektedir.
The Asymmetric Relationship betwen Tax Revenues and Economic Growth in Turkey: A NARDL Cointegration Approach
The aim of this study is to contribute to the creation of optimal tax composition in Turkey by revealing the effects of different types oftaxes on economic growth. For this purpose, the relationships between total tax revenues, goods and services tax, property tax, customs tax, and economic growth were investigated using data from Turkey for the period 1965-2018. In examining these data, a Nonlinear ARDL (NARDL) approach was used which considers asymmetric responses. Empirical findings from this analysis indicates the existence of a long-term synchronous relationship between these variables. However, the asymmetric and symmetric relationships differ by the variable and the time period being examined. The asymmetric relationships revealed that the positive effects of tax revenues on economic growth are stronger than the positive effects created by tax reductions. This shows the importance of broadening the tax base and making regulations that ensure regular tax collection to generate more tax revenue.
