This research has been conducted to set forth, primarily which values are being taken into consideration in solving the problems related to the medical Ethics by both the Turkish and foreign students of a Public hospital medical faculty students, secondly if any convergence is comprised over time related to education process between the Turkish and foreign students and if there is a statistically meaningful relation between their perceptions related to the solution of the ethical problems of the profession when the academic years are progressed. When the academic literature is investigated, it is seen that both at the public administration field and as one of its essential components, at the medical sector the number of studies related to ethics is being increased. Together with the globalization process, a similar trend is observed at the studies related to the density of the international and/or intercultural studies and publishing. Starting from the aforementioned justification, it is investigated primarily at this research that, if there is diversity between the Turkish students and the foreign students having education together in Turkish at one Turkish Public University at the initial phases of the education. The research is concluded with the finding that, as there is a divergence during the initial stages, a convergence related to the approaches of students to the ethical problems is developed in time. A questionnaire consisting of 12 questions organised according to the five point Likert scale was implemented for the students. The data obtained from a sample group of 512 students (research universe consists a total sum of 695 students) was analyzed via SPSS 19.0 statistical program in terms of sex, class (academic year/term) and citizenship variables. According to the results of the analysis; it is found out that there are statistically meaningful differencess among the students participating to the research in terms of their sex, academic terms and citizenships considering the values given importance during the solution of the ethical problems they meet and/or might meet. These differences and the convergence associated with the training process will be explained and examined throughout the study.
