SİBİRYA VE RUS UZAKDOĞUSU’NUN RUSYA FEDERASYONU AÇISINDAN JEOEKONOMİK POTANSİYELİ

Bu makalede Sibirya ve Rus Uzakdoğusu olarak adlandırılan bölgenin kalkınma sorunsalı çerçevesinde potansiyeli ve b ö l g e n i n Rusya Federasyonu açısından jeoekonomik önemi irdelenmektedir. Bölgenin on yıllar boyunca yalıtılmış bir coğrafi konumda bulunması, Sibirya ve Rus Uzak Doğu’sundaki siyasi ve iktisadi sorunların ana kaynağıdır. Geniş bir coğrafyayı kapsayan alanda yetersiz altyapının yanı sıra yatırım eksikliğinin de bulunması bölgenin ekonomik potansiyelinin geri kalmasındaki en önemli etmendir. Sorunun farkında olan Moskova yönetimi tüm bu problemlere yerinden çare bulmak için bölge işleriyle alakalı olarak müstakil bir bölgesel kalkınma bakanlığı dahi kurmuştur. Bu nedenle çalışmada bölge sosyo-ekonomik yapısının tarihi süreçte nasıl geliştiği ve Rus merkezi yönetimiyle siyasi ilişkileri jeoekonomik perspektifle ayrıca ayrıntılı bir şekilde analiz edilmektedir. Bölge kalkınmasının güncel iktisadi sorunlarında enerjinin önemli bir yer tuttuğu muhakkaktır. Bölgenin petrol ve gaz yataklarını işlemek için geliştirilen projeler büyüyen Çin pazarını hedeflemektedir. Tüm bu projelerin iktisadi olduğu kadar ve hatta daha fazla politik ayağı da bulunmaktadır. Şaşılmayacak bir şekilde enerji işbirliğinin son yıllarda artan Rus-Çin ilişkilerinin ana gündem maddesi olduğu görülmektedir. İkili ilişkilerin katalizörünün enerji işbirliği olması, bölgenin temel dinamikleri incelendiğinde doğal karşılanabilecek bir sonuçtur. Makalede son olarak siyasi açıdan Rusya Federasyonu’nun dünya iktisadi-siyasi güç ağırlığı Asya-Pasifik’e kayarken bölge üzerinden yeni bir jeopolitik yönelimi başarıp başaramayacağı da detaylıca tartışılmaktadır.

GEOECONOMIC POTENTIAL OF SIBERIA AND RUSSIAN FAR EAST FOR THE RUSSIAN FEDERATION

In this article, within the framework of regional development the potential of the Siberia and Russian Far East region and its geoeconomic importance for the Russian Federation is examined. Structure of socio- ecomoic development in the region and its political relations with Russian political center is analyzed in detail with a geoeconomic perspective. Because the region has been isolated many decades and seen as a periphery for the highly centralized Russian state system, economic development has been always a big problem. Incompetent and old infrastructures are the main obstacles for region to accomplish economic growth. Due to this reason, there are a lot of developmental problems to be addressed in the region. To solve these kinds of economic problems, Moscow established a specific Ministry that is responsible solely for the regional development in Siberia and Russian Far East. A specific part is dedicated to the energy dimension of the issue. Big oil and gas potential has been utilized to feed emerging Chinese market. Energy projects are the main catalyzer of increasing Sino - Russian relations. Lastly, whether Russian Federation will be able to succeed a new geopolitical orientation towards the East in a time when the World political-economic balance of power shifts to the Asia-Pacific is discussed.
