ÖĞRETMENLERİN MESLEKİ GELİŞİM UYGULAMALARI AÇISINDAN PISA’DA BAŞARILI BAZI ÜLKELER İLE TÜRKİYE’NİN KARŞILAŞTIRILMASI
Bu araş t ırmada, PISA (Uluslararası Öğrenci Değerlendirme Programı) 2015’te başarılı olan bazı ülkeler (Singapur, Güney Kore, Finlandiya, Avustralya) ile Türkiye’nin öğretmenlerin mesleki gelişimi uygulamaları bakımından karşılaştırmalı olarak analiz edilmesi amaçlanmaktadır. Araştırmada, nitel araştırma yöntemlerinden doküman incelemesi yöntemi kullanılmıştır. Araştırma evrenini, PISA (2015) sınavına katılan 35’i Ekonomik Kalkınma ve İşbirliği Örgütü (OECD) üyesi olmak üzere 72 ülke oluşturmaktadır. Araştırmada örneklem olarak, PISA (2015)’da üç ders (okuma, fen bilimleri, matematik) açısından yüksek başarı gösteren ve yeterli verilere ulaşılabilen ülkeler olan Singapur, Güney Kore, Finlandiya ve Avustralya seçilmiştir. Karşılaştırma için Türkiye araştırma örneklemine dâhil edilmiştir. Bu nedenle, araştırmada amaçlı örnekleme yöntemi kullanılmıştır. Araştırma verileri, resmi belgeler ile bilimsel kaynaklardan elde edilmiştir. Bunlara ek olarak, ülkelerin eğitim sistemleri ile ilgili bilgiler veren uluslararası örgütlerin internet sitelerinden de yararlanılmıştır. Araştırmada ilgili ülkeler ile ilgili elde edilen veriler, “hizmet öncesi mesleki gelişim uygulamaları” ve “hizmet içi mesleki gelişim uygulamaları” temaları kapsamında elde edilmiş ve karş ı laş t ırmalar yapılarak yorumlanmıştır. Araştırmada incelenen PISA (2015)’da başarılı olan bazı ülkelerde (Singapur, Güney Kore, Finlandiya ve Avustralya) hizmet öncesi/ hizmet içi mesleki gelişim uygulamalarında, öğretmenlerin daha çok deneyim kazandıkları, uygulamalar içerisinde rol aldıkları, mesleki gelişimlerinde aktif oldukları görülmektedir. İlgili ülkelerde, sürekli gelişimin hedef alındığı ve uygulamaların da buna yönelik olduğu görülmektedir. Bu ülkelerdeki mesleki gelişim uygulamalarında, daha çok okula ve meslektaş öğrenmesine dayalı faaliyetler yer almaktadır. Bunun yanı sıra faaliyetlerin, çoğunlukla yerel düzeyde tasarlandığı ve yürütüldüğü görülmektedir. Dolayısıyla, faaliyetlerde çeşitlilik olduğu gözlemlenmektedir. Türkiye’de öğretmenler, çoğunlukla kurs ve seminer faaliyetlerine katılmaktadır. Mesleki gelişim uygulamalarında, öğretmenler genellikle pasif konumdadır. Faaliyetler, tüm öğretmenlerin katılmasına olanak sağlamamaktadır. Faaliyetler, çoğunlukla merkezi düzeyde yer almaktadır. Sürekli gelişimin hedeflendiği uygulamalar yer almamaktadır. Bu nedenle Türk eğitim sisteminde, öğretmenlerin mesleki gelişim uygulamalarının öğretmenlerin görüşleri alınarak oluşturulan, sürekli gelişmeyi dikkate alan, okula dayalı ve meslektaşların birlikte öğrenmesini içeren uygulamalar şeklinde olması önerilebilir.
THE COMPARISON BETWEEN SOME COUNTRIES HAVING THE HIGHEST ACHIEVEMENT IN PISA AND TURKEY IN TERMS OF TEACHERS’ PROFESSIONAL DEVELOPMENT PRACTICES
In this research, it is aimed to analyze comparatively some countries (Singapore, South Korea, Finland and Australia), performing well in PISA 2015 (International Student Assessment Programme) with Turkey in terms of professional development of teachers. Document analysis technique is applied in this research. Research universe includes 72 countries participating in PISA (2015) and 35 of which are member of Organization for Economic Development and Cooperation (OECD). As a research sample, Singapore, South Korea, Finland and Australia having high performance in PISA (2015) in terms of 3 subjects (reading, science, mathematics) and getting sufficient data were chosen. Turkey was involved in research sample for comparison. For this reason, purposeful sampling method was used in the research. Research data was obtained from legal documents and scientific sources. In addition, websites of international organizations, providing information about countries’ education systems, were applied. The data obtained about the related countries in the study were obtained within the framework of "pre- service professional development practices" and "in-service professional development practices" and interpreted by making comparisons. It is seen that the teachers have more experience, they are involved in the applications, and they have a say in their pre-service and in-service professional development in some countries (Singapore, South Korea, Finland and Australia), performing well in PISA (2015) and studied in the context of research. It is seen that continuous development is targeted and applications are planned according to this in the related countries. This professional development practices in their countries are mostly school-based activities and peer learning. Furhermore, the activities are mostly designed and carried out at the local level. Therefore, it is seen that there is diversity in activities. Teachers in Turkey, are mostly involved in activities including courses and seminars. Teachers are generally passive in their professional development practices. Activities don’t provide opportunity for the participation of all teachers. The activities are mostly at the central level. There are no applications targeted for continuous development. For this reason, it can be suggested that in the Turkish education system, the professional development practices of teachers are formed by taking the opinions of the teachers, taking into consideration the continuous development, based on the school and practices of the colleagues to learn together.
