İŞSİZLİK HİSTERİSİ HİPOTEZİ FRANSA, ALMANYA VE TÜRKİYE İÇİN GEÇERLİ Mİ? YAPISAL KIRILMALI BİRİM KÖK ANALİZİ
İşsizlik, günümüzde yalnızca belirli ülkelerin en büyük makroekonomik problemlerinden biri olmaktan çıkıp, bütün dünyanın temel sorunlarından birisi haline gelmiştir. Dünyada giderek büyüyen ve küresel bir sorun haline gelen işsizlik, sadece ekonomik bir problem değil, aynı zamanda sosyal boyutları olan önemli bir konudur. İşsizliğin küresel bir boyut kazanmasındaki kuşkusuz en önemli sebeplerden biri neoliberal politikalardır. Bu politikaya göre, korumacı politika uygulayan ülkelerin bu politikaları terkedip serbest ticarete geçmesiyle birlikte ekonomik büyümeyi gerçekletirebileceği ve istihdamı arttırarak işsizlik sorununu ortadan kaldıracağı iddia edilmiştir. İlgili ülkelerin ekonomik büyümeyi gerçekleştirebilmelerine rağmen işsizlik sorununu çözemedikleri görülmektedir. Bu çalışmada Fransa, Almanya ve Türkiye’de 1980-2017 yılları arasında, işsizlik histerisinin geçerliliği tespit edilmeye çalışılmıştır. Bu amaçla çalışmada yapısal kırılmalı birim kök testlerinden Zivot-Andrews (ZA) ile bir ve iki kırılmalı LM birim kök testleri kullanılarak, bu ülkelerde işsizlik oranlarının incelenen dönem boyunca durağan olup olmadığı karşılaştırmalı olarak sınanmıştır. Yapısal kırılmalı ZA ve LM birim kök testi sonuçlarına göre Fransa, Almanya ve Türkiye’de işsizlik serilerinde yapısal kırılmalı birim kökün olduğu tespit edilmiştir. Bu serilerde birim kökün varlığının tespit edilmesi, Fransa, Almanya ve Türkiye’nin işsizlik durumlarında histeri etkisinin varlığı kabul edilmiştir. Çalışmanın son bölümünde yer alan tartışma ve değerlendirme kısmında, bu işsizlik histeri etkisinin aşılmasına yönelik birtakım yapıcı öneri ve tavsiyelerde bulunulmuştur.
IS UNEMPLOYMENT HYSTERESIS HYPOTHESIS VALID FOR FRANCE, GERMANY AND TURKEY? UNIT ROOT ANALYSIS WITH STRUCTURAL BREAK
Unemployment today is no longer just one of the biggest macro-economical problems of certain countries but one of the main problemsfor the whole world. Unemployment is growing daily and becoming aglobal concern. It is now not only a problem of economy but a matter ofvarious social dimensions. One of the most important reasons whyunemployment has become a global issue is without a doubt neo-liberalpolicies. These policies suggest that the countries with protectivepolicies could bring about economic growth and minimizeunemployment by abandoning their policies and adopting free trade.However, it's been seen that these countries failed to solve the issue ofunemployment despite their economic growth. In this study, validity ofunemployment hysteresis had been studied to be determined in France,Germany and Turkey in between years of 1980 and 2017. According toresults of ZA with structural break and LM unit roots test with one andtwo breaks, existence of hysteresis effect had been accepted inunemployment in France, Germany and Turkey. Detecting the presenceof unit roots in this series in France, Germany and Turkey have beenhysteresis effect in unemployment. A number of constructive andsuggestive recommendations have been made in the discussion andcomment section in the final part of the study to overcome thisunemployment hysteresis effect.
