ÖZEL GEREKSİNİMLİ ÇOCUKLARA EĞİTİM HAKKININ SAĞLANMASINDA OKUL MÜDÜRLERİNİN ROLLERİNE İLİŞKİN ÖĞRETMEN VE VELİ GÖRÜŞLERİ

Bu araştırmada özel gereksinimliçocuklara eğitim hakkının sağlanmasında okul müdürlerinin rollerine ilişkin öğretmenlerin ve velilerin görüşlerinin belirlenmesi amaçlanmıştır. Karma yöntem desenlerinden açımlayıcı sıralı desene göre tasarlanan araştırmanın hedef evrenini 2016-2017 Eğitim-Öğretim yılında Ankara ilinde kamu ilkokullarında ve özel eğitim okullarında (I. kademe) görev yapan 12318 öğretmen oluşturmuştur. Tabakalı örnekleme yöntemiyle belirlenen örneklemde 490 öğretmen yer almaktadır. Araştırmanın çalışma grubunda ise Ankara’da ikamet eden ve özel gereksinimli çocukları kaynaştırma sınıflarında, özel eğitim sınıflarında ve özel eğitim okullarında öğrenim gören 12 veli bulunmaktadır. Araştırmanın nicel aşamasında araştırmacı tarafından geliştirilen “Özel Gereksinimli Çocuklara Eğitim Hakkının Sağlanmasında Okul Müdürlerinin Rolleri Ölçme Aracı” uygulanmıştır. Nicel verilerkatılımcı görüşlerininaritmetik ortalama ve standart sapma değerlerine göre analiz edilmiştir. Nitel verilerin analizinde ise velilerle yapılan görüşmeler içerik analizine tabi tutulmuştur. Araştırma sonuçlarına göre öğretmen ve veli görüşleri açısından okul müdürleri özel eğitim/kaynaştırma eğitiminin kavramsal çerçevesine yönelik temel düzeyde bilgiye sahiptirler. Okul müdürleri ayrıca özel eğitim mevzuatına hâkim olmakla birlikte mevzuatı uygulama konusunda yetersiz kalmakta ve bu bağlamda özellikle veliler sorunlar yaşamaktadırlar.Özel eğitim/kaynaştırma eğitiminin yönetimi alanındaki becerilere ilişkin sonuçlar ele alındığında, öğretmenlerin özel eğitim/kaynaştırma eğitimi programını örgütleme boyutuna kıyasla özel eğitim/kaynaştırma eğitimi programını destekleme boyutunda, okul müdürlerini yönetsel beceriler konusunda daha yeterli gördükleri sonucuna ulaşılmıştır. Bununla birlikte çalışmada okul müdürlerinin özel gereksinimli öğrencilerin desteklenmesinde ve onlara yönelik eğitim programlarının yürütülmesinde bazı yönetsel becerilere sahip oldukları veli görüşleriyle ortaya konmuştur. Ancak bu yönetsel beceriler konusunda çocuğu özel eğitim okulunda olan veliler ile çocuğu kaynaştırma sınıflarında ve özel eğitim sınıflarında olan velilerin görüşleri farklılaşmaktadır.
