Avrupa Birliği’nde Bölgecilik ve Ulus Devlet Gerilimi: Birleşik Krallık ve İskoçya Örneği

2010 sonrasında Avrupa Birliği (AB) içerisinde ulusal ve ulusaltı düzeylerde olmak üzere pek çok referandum gerçekleşmiştir. Avrupa Birliği’nin benimsediği temel ilkelerden olan ikincillik ilkesi ve temel serbestiler bölgelerin karar alma süreçlerinde ulusal bariyerlere daha az takılarak hareket edebilmelerini sağlamıştır. Bu nedenle İskoçya, Katalonya, Lombardiya ve Veneto gibi bölgelerde gerçekleşen bağımsızlık referandumlarında AB içerisinde kalma meselesi önemli konular arasında yer almıştır. Çünkü bu bölgeler Avrupa içerisinde kalmak şartıyla bağımsız bir devlet haline geldiklerinde küçük devlet olmanın dezavantajlarını telafi edebileceklerdir.Ancak AB tarafından bölgelerin bağımsızlık ihtimalini önlemeye yönelik, katılıma ilişkin kısıtlamalar içerecek uygulamalar ve açıklamalar gelmiştir. Çünkü AB yapısı gereği bütünleşmenin temel aktörü olan ulus devletlerin egemenlik alanlarına zarar vermeyecek bir tutumu benimsemiştir. Diğer taraftan Brexit ulus devletler düzeyinde artan Avrupa şüpheciliğini de tetikleyebilecek, Avrupa’yı basit bir ekonomik birlikten ibaret olma konumuna düşürebilecek bir etki bırakmıştır. Bu çalışmada ulus devletler ve bölgeler arasındaki mevcut gerilimi tanımlamak üzere bölgeciliğin ele alındığı kavramsal çerçeve, liberal hükümetlerarasıcılık ve çok düzeyli yönetişim yaklaşımlarına dayanan bir kuramsal çerçeve çizilmiştir. Ardından Avrupa bütünleşmesinde bölgeciliğin edindiği konumun, Birleşik Krallık’taki AB çekimserliğiyle İskoçya’daki ayrılıkçılığın tarihsel arka planına değinilmiştir. Daha sonra İskoçya’daki bağımsızlık referandumuyla Brexit süreci boyunca gerçekleşen müzakereler değerlendirilmiştir. Sonuç olarak ulus devletler ve bölgeler arasındaki gerilimin AB’yi atıl konumda tutmaya zorladığı saptanmıştır.

Regionalism and Nation-state Tension in the European Union: United Kingdom and Scotland Example

After 2010, many referendums were held at national and sub-national levels within the European Union (EU). The subsidiarity principle and basic freedoms, which are among the basic principles adopted by the European Union, have enabled the regions to act less by hitting national barriers in their decision-making processes. Therefore, the issue of staying in the EU was among the important issues in the independence referendums held in regions such as Scotland, Catalonia, Lombardy and Veneto. Because when these regions become an independent state provided that they stay within Europe, they will be able to compensate the disadvantages of being a small state. However, practices and statements have been made by the EU to prevent the possibility of independence of the regions and to include restrictions on participation. Because the EU has adopted an attitude that will not harm the sovereignty areas of nation states, which are the main actors of integration. On the other hand, Brexit has left an effect that can trigger the increasing European skepticism at the level of nation states and make Europe a simple economic union. In this study, a theoretical framework based on the conceptual framework of regionalism, liberal intergovernmentalism and multi-level governance approaches has been drawn to define the current tensions between nation states and regions. Then, the historical background of the position acquired by regionalism in European integration, the EU abstention in the UK and the separatism in Scotland were touched upon. Then, negotiations during the Brexit process with the independence referendum in Scotland were evaluated. As a result, it has been determined that the tension between nation states and regions forces the EU to keep it in an idle position.
