Woodrow Wilson'un Ermeni hamiliği teşebbüsü ve Ermenistan görevine giden general Harbord Askeri kurulu
Paris Barış Konferansı görüşmeleri devam ederken, Türkiyeden kopartılacak topraklar üzerinde bir Ermeni Devleti Kurulması Planları da ele alınmaktaydı. Konferansta mağlupların topraklarında kukla güdüm(manda) idarelerinin oluşturulması kararlaştırılmıştı ve Türkiyenin parçalara ayrılarak güdüm idaresine verilmesi hususunda Bağlaşıklar hemfikirdi. Anlaşmaya varılamayan nokta hangi ülkenin Türkiyenin hangi parçası üzerinde güdüm idaresi kuracağı üzerineydi. Mayıs ayı başlarındaki plana göre barış antlaşması Türkiyenin görüşü alınmadan yapılacak, Türkler ve Sultan Avrupa topraklarından tamamen kovulacaktı. Bu görüşün bayraktarlığını Amerika Birleşik Devletleri Başkanı Woodrow Wilson ile İngiltere Başbakanı Lloyd George yapmaktaydı. Wilson ayrıca Anadoluda kurulacak bir Ermeni Devletinin hamiliğini yapmaya da gönüllüydü ve bu amaçla 1919 yılı Ağustos ayında saha incelemesi yapmak üzere General Harbord başkanlığındaki 46 kişilik bir heyet Anadoluya gönderilmiştir.

While Paris Peace Conference was going on, plans on establishing an Armenian state on the soils ceded from Turkey also were on the table. During the conference it was decided to establish mandatory puppet governments on losers lands. Under this context allied associated powers had agreed on dismantling Turkey and establishing small mandatory areas. Only unsolved problem was who will occupy and establish mandatory adminis- tration where and in accordance with the plan at the beginning of May, the peace agreement will be determined regardless Turkish view Turks and Sultan will absolutely be expelled from European soils. Flagmen of this view were US President Woodrow Wilson and British Premier Lloyd George. Wilson also desired to establish and protect an Armenian State in Anatolia and with this aim a delegation under the command of General Harbord consisting of 46 persons was sent into Anatolia at the beginning of August 1919 for field surveys.
