Ölüm sigortasında koşullu ölüm yardımlarının Türkiye'de uygulanabilirliği ve aktüeryal analizi

Son yıllarda dünyada yaygın bir şekilde yaşanan nüfusun yaşlanması sorunu, ülkelerin politik ve ekonomik durumunu etkilemekte, kamu harcamalarında artışa ve sosyal güvenlik sistemleri üzerindeki baskıların yoğunlaşmasına neden olmaktadır. Sistem üzerinde yoğunlaşan bu baskılar sonucu, özellikle Avrupa Ülkeleri başta olmak üzere ülkelerin birçoğunda bir reform dalgası yaşanmıştır. Yaşanan bu reform süreci sırasında, yaşlılık sigortasında yapılan parametrik reformların ardından, ülkeler ölüm sigortasından dul eşlere sağlanan ölüm yardımlarının işleyişiyle ilgili sorunları tespit ederek; bazı sınırlamalar getirmektedirler. Bu çalışmada Avrupa Ülkelerinde uygulanan ölüm sigortası programları çerçevesinde Türkiye için uygun bir model seçilmiştir. Seçilen ölüm sigortası programı ile mevcut durumda uygulanmakta olan programın ayrı ayrı aktüeryal analizi yapılarak; fnansal açıdan karşılaştırılmış ve önerilen programın Türkiyedeki uygulanabilirliği tartışılmıştır.

Applicability and actuarial analysis of conditional survivor beneft in survivor insurance

The problem of population ageing which is widespread throughout the world in recent years, effects the politics and economic situation of countries so this leads to increase in public spending and intensifcation of pressure on social security system. As a result of these pressures on the system, wave of social security reform experienced in many countries, especially in European countries. During this reform process, after making parametric reforms in the old-age insurance, countries ascertain the problems in spouse benefts working, which is provide by survivor insurance ,and impose some restrictions to them. In this study, an appropriate model for Turkey in the line with European countries survivor insurances is selected. An actuarial analysis for selected as well as current survivor insurance is separately performed. Results are compared by the fnancial point of view and the applicability of the selected program in Turkey, are discussed.
