Theoretical and conceptual frameworks on the spatial provision of Public facilitiesincities

The primary aim of this paper is to contribute to the importance of spatial provision of urban facilities which are principal components of a liveable and sustainable urban life. The paper begins with a theoretical discussion covering concepts of ‘time space’, ‘life-path’, bundle of life-paths all of which are closely related with individuals daily life in urban areas. Then the location theory is evaluated with its inadequacies when location of public facilities is considered. In the text, different paradigms of public service provision are also discussed. In this sense, ‘the public goods and services’ approach is studied in depth with special reference to privately managed educational facilities. The division of public services are also studied in detail with reference to their Types and Dimensions. The Figure 1 and Tables 1 and 2 included in the text shows the ‘Service Centers’ and the Dispatch (depot) Centers on a schema or graphic with two main coordinates. In the last section of the paper, four basic components of the paradigm on the location of urban facilities are explained in more detail in terms of ‘Study Unit’, ‘Characteristics of Service Systems’, ‘Participants of the decision process’ and ‘Action Space of the Participants’. The paper ends with concluding remarks and policy proposals with special reference to the economic and social (urban) policies adopted by Turkish governments since 1980s.
