In this article, cultural change between Turks and Arabs has been studied that in the period of Ottoman Empire's domination on the Islamic World. Sultans, administrators, scholars and military administrators in The Ottoman period have gave great importance to the teaching of Arabic Language. With in this framework, many books which have been written in Arabic Language in various fields. This also shows that the importance of the Ottoman Empire to the Arabic language. In this study, the various criticisms have been discussed in this field related to the Ottoman Empire and the answers have been given.
