Sivil toplum kuruluşlarının devlet tarafından finansmanı üzerine bir tartışma

Devlet finansmanı, sivil toplum kuruluşlarının (STK) önemli bir gelir kaynağını oluşturmaktadır. Bununla birlikte bu finansman yöntemi, STK’ların varlık nedeninin sorgulanmasına kadar varan eleştirilere konu olmaktadır. Her ne kadar kendi içerisinde belli bir mantığa dayalı olsa da, STK’ların devlet tarafından finansmanında yöntemsel ve etik sorunların göz ardı edilmemesi gerekir. Bu sorunların tespiti ve gerekli önlemlerin alınması durumunda, STK sektörünün gelişimi ve devlet-STK ilişkisi daha sağlam temellere oturacaktır. Çalışmada bu temelden hareketle, STK’ların devletçe finanse edilmesinde çıkabilecek sorunlar belirlenerek, çözüm önerileri geliştirilmeye çalışılmıştır

A discussion on the government funding of civil society organizations

Government funding is an important revenue source of civil society organizations (CSOs). Moreover, this funding method is subject to criticisms which lead to question the basis of CSOs’ essence. Although the public funding of CSOs is based on the certain reason, administrative and ethical challenges in the government funding of CSOs must not be ignored. When these challenges are determined and necessary cautions are taken, the development of nonprofit sector and government- CSO relationship will be settled on well-ground. According to this ground, anxieties which can appear in the public funding of CSO are determined and solutions are tried to offer.
