Yolsuzlukla mücadelede uluslararası kuruluşların rolü

Her ne kadar üzerinde tüm akademisyenlerin hemfikir olduğu bir yolsuzluk tanımı bulunmasa da, genel anlamda yolsuzluk bir kamu otoritesinin kişisel çıkar elde etmek için kötüye kullanılması olarak tanımlanabilir. Yolsuzluk; zimmet, nepotizm gibi kamu görevlilerinin yaptıkları tek taraflı eylemler yanında özel ve kamusal aktörlerle bağlantılı rüşvet, dolandırıcılık gibi kavramları da bünyesinde barındırmaktadır. Bunun yanı sıra yolsuzluk, küçük ya da büyük çaplı olmak üzere politik ve bürokratik alanlarda hem bireysel hem de organize şekillerde ortaya çıkabilmektedir. Bu nedenle, özellikle son yıllarda ekonomik ve politik öneme sahip olan bir sorun olarak hem devletlerin hem de uluslararası örgütlerin önlem alması gereken bir sorun olarak görülmektedir. Bu çerçevede, çalışmamızda yolsuzlukla savaşan uluslararası örgütlere yer verilecek ve yolsuzlukla mücadeleye bu kuruluşların düzenlemeler yoluyla yaptıkları katkılar üzerinde durulacaktır

The role of international organizations in fight against corruption

Even though there has been no a description of corruption that all scholars has agreed, in broad terms, corruption may be defined as the abuse of public office for private gain. It encompasses unilateral abuses by government officials such as embezzlement and nepotism, as well as abuses linking public and private actors such as bribery, and fraud. Besides, corruption arises in both political and bureaucratic offices and can be petty or grand, organized or unorganized. Thus, it has become an issue of major political and economic significance especially in recent years and the necessity to take measures against it has become evident both by states and by international organizations. Within these framework in this study, the efforts of international organizations that combat corruption will be discussed.
