Bütçeyi özerkleştirmek: Mali kurallar ve kurullar

Son ekonomik krizle birlikte hem merkez ülkelerinde hem çevre ülkelerde kamunun giderek artan bütçe açıkları başat iktisadi problem haline geldi. Aslında neoliberal dönemde finansal serbestleşmenin devletlerin mali sistemleri üzerindeki derin olumsuz etkileri yeni bir gelişme değil. Yeni olan, bütçe açıklarından kaynaklanan ve finansal sermayeye sorun çıkaran tıkanıklıkların yeni bir mali idare modeliyle aşılmaya çalışılmasıdır. Bu model mali kurallar ve mali kurullar temelinde inşa edilmektedir. Modelin temel amacı siyasi bir süreç içinde şekillenen bütçeyi teknik özerk mali kurulların kontrolüne bırakmaktır. Siyasi iktidarların da siyasi sorumluluktan kurtulmalarını sağlayan bu model, son tahlilde, özünde siyasal bir ilişki olan bütçeye dair bir strateji olduğundan çalışmada özerk bütçe modeli olarak adlandırılmaktadır. Özerk bütçe modeli hem kuramsal hem de ülke deneyimleri ışığında ampirik düzeyde incelenecektir. Çalışmada bu modelin siyasete, tekniğe ve demokrasiye dair argümanları eleştirel bir perspektifle değerlendirilmektedir. Sonuçta bütçe sürecinde toplumsal iradeyi dışarıda bırakan özerk bütçe modelinin siyaset ve demokrasi ile olan paradoksal ilişkisi açıkça ortaya çıkarılır.

Autonomizing the budget: Fiscal rules and fiscal committees

With the recent economic crisis the increasing budget deficits of the public sector has come to be the dominant economic problem in both the core and periphery economies. In reality, in the age of neoliberalism the deep detrimental effect of financial liberalization on the fiscal systems of the states is not new. The new is the attempt oriented towards overcoming the fiscal obstructions, which stem from budget deficits, for finance capital by constructing a new model of fiscal administration. This model is built upon fiscal rules and fiscal committees. The aim of the model is to leave the budget which is, actually, shaped in the political process to the control of technical autonomous fiscal committees. This model which saves the political powers from the political responsibility is, in the final analysis, a strategy against the budget which is in the nature of political and as such the model is called as the model of autonomizing the budget. The model of autonomous budget is examined both on the level of theory and practice in the light of some countries' experiences. On these levels, the arguments of the model about politics, technique and democracy is evaluated from a critical perspective. Finally, the paradoxical relationship of the model of autonomous budget which leaves out the social will with politics and democracy is clarified.
