Avrupa Birliği Bütçesi: 2014-2020 Yıllarına ilişkin Çok Yıllı Mali Çerçeve

Avrupa Birliği’nin 2014-2020 Çok Yıllı Mali Çerçevesi 14.11.2013 tarihinde kabul edilmiştir. 2014 yılının Ocak ayından itibaren yürürlüğe girecek yeni Mali Çerçeve, büyük ölçüde Avrupa Komisyonu tarafından 29.06.2011 tarihinde kamuoyuna sunulan bir dizi rapor ve mevzuat önerisi kapsamında şekillenmiş, sonraki dönemde Avrupa Parlamentosu ve Bakanlar Konseyi arasındaki yoğun tartışmalar çerçevesinde nihai halini almıştır. Bu çalışmada, öncelikle Komisyon tarafından kamuoyuna sunulan mali reformun içeriğine ilişkin açıklama ve değerlendirmelere yer verilecektir. Daha sonra o tarihten bu yana Avrupa Parlamentosu ve Bakanlar Konseyi ekseninde yürütülen müzakerelerde ortaya çıkan anlaşmazlık noktalarına değinilecektir. Son olarak 14 Kasım’da Komisyon tarafından açıklanan 2014-2020 Mali Çerçevesi’nin ana hatları sunulacaktır.

The Budget of the European Union: The Multiannual Financial Framework for the years 2014-2020

The Multiannual Financial Framework of the European Union for the years 2014-2020 was approved on 14.11.2013. The new Financial Framework which will be in force as of January 2014 is substantially based on a number of reports and related legislation proposals submitted by the European Commission on 29.06.2011; finalized within the framework of intensive discussions between the European Parliament and the Council. In this context, this study will initially examine the explanations and evaluations on the content of the financial reform presented by the commission. Afterwards, it will explore the points of controversy that constitute the core of negotiations between the Parliament and the Council. And finally, the study will present a general outline of the Financial Framework for the years 2014-2020 announced by the Commission on 14 November 2013.
