Kamu Hizmetlerinin Daha İyi Görülebilmesi İçin Alternatif Bir Yönetim Yaklaşımı: Elektronik Devlet

Gelişen bilgi ve iletişim teknolojileri, giderek ekonomik ve sosyal hayatın vazgeçilmez bir parçası olmakta, bunun sonucunda günümüz insanının devletten beklentileri daha da artmakta ve devletin bu gelişmeye ayak uydurması modern yönetimin bir gereği haline gelmektedir. Bir yandan merkezi yönetim ve yerel yönetim arasındaki yetki ve sorumluluk paylaşımı, diğer yandan da devlet, özel teşebbüs ve yurttaş arasındaki ilişkilerin boyutu daha etkin iletişim ve bilgi işlem araçlarının kullanılmasını zorunlu hale getirmektedir. Modern devlet anlayışının günümüzde en önemli göstergeleri arasında, devletin iç işleyişini online hale getirmesi, kamu hizmetlerini yurttaşlara dijital ortamda sunması ve bilişim teknolojilerini kullanarak bürokratik işlemleri en aza indirmesi yer almaktadır.Bu çalışmada, e-devletin çeşitli tanımaları, ortaya çıkış nedenleri, ne tür gelişmelere yol açabileceği ve hangi alanlarda etkili olabileceği bir model çerçevesinde ele alınmıştır. Modelde, e-devleti ortaya çıkaran etkenler ve teşvik edici unsurlar; e-devlette rol alan yurttaş, işletme, lobi, dernek ve diğer sivil toplum örgütlerinden oluşan aktörler; politik çevre, teknoloji, hukuk, finansman, kamusalhk, dışarıyla işbirliği, örgüt yapısı ve personel gibi etkileşim dinamikleri ele alınarak incelenmiş; e-demokrasi ve e-idare ile ilgili olarak e-devlet uygulamaları üzerinde durulmuştur.

An Alternative Administrative Approach for Meeting Public Services Better: E-Government

Increasing spread of information and communication technologies have happened gradually to be an indisputable part of economic and social life, which gives rise to increasing expectations of modern man from government whose role as is comforting these expectations, which is necessary condition to being a modern government. Coordination and cooperation of central government and local government with respect to diving authority and responsibility and also the dimension of the relationship between government, private entrepreneurs, and citizen inevitably lead to more efficient use of information and communication tools. One of the indicators of modern understanding of government is as follows: transforming the functioning of government into an online form, providing citizens with public services in a digital environment and diminishing bureaucratic procedures to least level by using information technologies.In this essay, various descriptions and the origins of e-government are discussed. Further, possible consequences it may have and the areas in which it may play an important role, are examined Our model deals with the influences of e-government, encouraging features of e-government, business, lobbies, societies and other actors of private society organizations, including political environment, technology, law, finance, publicity, cooperation on with others, structure of organization and staff. And, the applications of e-government with respect to e-democracy and e-administration are also examined.
