Askeri bir tersaneye bağlı atölyelerin karşılaştırmalı verimlilik değerlendirmesi: Bir veri zarflama yöntemi uygulaması

Mevcut çalışmada Türk Deniz Kuvvetleri tersanelerinden birine bağlı atölyelerin göreli verimliliklerinin ölçülmesi ve değerlendirilmesi amaçlanmıştır. Söz konusu askeri tersanede, verimlilik ölçümünün birbirini izleyen yıllar itibariyle 6 aylık dönemler halinde atölyeler bazında yapılarak değerlendirilmesi ile, (1) her bir organizasyonel birimin (atölyelerin) diğerleri ile karşılaştırıldığında ne düzeyde verimli olduğu, (2) düşük verimli olan birimlerin daha verimli olabilmek için hangi girdi/çıktı değerlerini iyileştirmesi gerektiği ve (3) verimlilik değerlerini etkileyen önemli faktörlerin neler olduğu ortaya konmuştur. Çalışmanın sonucunda elde edilen bulgulardan yola çıkılarak, atölyelerin verimini etkileyen en önemli faktörlerin kayıp işçilik ve boş üretici miktarlarının olduğu görülmüş ve bu sonuç korelasyon ve regresyon analizleri ile de gösterilmiştir.

The aim of this study is to measure and evaluate the efficiencies of ship building and maintenance shops performing under one of the Turkish Navy Shipyards. As a result of 6-months-period comparative shop performance evaluations, the study puts forward (1) the comparative efficiency ratings of each job shop, (2) the level of required modifications to the particular input and output values for making inefficient shops more efficient, and (3) the factors that could affect the efficiency scores. Based on the results obtained from the correlation and regression analyses, it is observed that the most important factors influencing the efficiency of job shops are the quantities of lost workforce and unidentified jobs.
