According to him, if there weren't arts, we wouldn't hear about the changing and developing facilities. According to Baltacıoğlu, the pleasure of art is in himself rather than the people interested in the art. For that reason, everyone doesn't become artists. However everyone has an art personality that he can ensure. The duty of the education is also to organize the necessity situation to develop this personality. To be ensured the art personality to the young we ensure the situations, which are appreciated and enjoyable.
